Wasn't Obito able to keep up with KCM & BM Naruto just fine without the avatar, and even manage to apprehend him a couple times.

I see no reason why base minato can't do the same, considering he's faster than Obito. I can see minato taking scenario 1, he just needs to mark Naruto, and I think it's very much possible.

Minato can teleport his own ttb and bsm naruto's ttb by his s/t barrier to a mark on naruto' bm avatar or to a mark next to it
Minato can simply mark naruto's avatar with several chakra arms
Also minato can probably summon ma and pa and entre sm while he is using bm ,can't he !!?
So I think bm minato would beat bsm naruto high diff

i fail to see how base minato would react to BSM Narutos shunshin

lets not forget Minatos second reaction with his back turned and looking away, he reacted to like it was child's play.

The first time was his first meeting with Ay, he was surprised at Ay's speed which is why he reacted late the first time. After he had witnessed his speed, it became child's play. Naruto and Ay were constantly clashing speeds, so Naruto already had a general idea of how fast he was, while minato had no idea. Not to mention that Naruto was already moving/running when he outsped Ay, compared to minato who was standing still both times.

Even with FTG, Minato is not landing an attack on Naruto with the sensing abilities of both Kyuubi mode and Sennin Mode. Naruto is basically omniscient in terms of minato's location and everytime he wants to attack.

Continuous SENNIN TAILED BEAST BOMBS should be enough to trap Minato, and followed by a OODAMA SENNIN RASENSHURIKEN should be able to put him down for good.
