Kaio's were able to beat Freeza with a single blast, confirmed by Kaio Shin, and got roflstomped by Buu. Broly is also around Cell's level at best, who was on par with Dabura and got stomped by Buu. So Buu wins low difficulty more than not.

No dude. Fat Buu let Vegeta land some hits because he had nothing to worry about, none of Vegeta's attacks were enough to damage Buu in a way his regeneration couldn't fix. Then when Buu actually felt like fighting back, he wrecked Vegeta. In close combat, he knocked Vegeta around and his Ki blasts tore Vegeta up, and Vegeta couldn't do a thing to defend himself. It even got to the point that Buu was able to tie up Vegeta just to torture him even further. Goten and Trunks had to save Vegeta, and even with Vegeta's ultimate attack, Buu wasn't phased and easily reformed. Vegeta didn't just get exhausted, Fat Buu beat him into exhaustion.
