according to the new rules, I beleive you do have to be pein to summon it. Pein is the one who has the ability to do that. not kakashi. the new rules are making the battle system closer to the manga.

thats right, because they all signed the contract in the manga. kakashi can summon ninja dogs. Kakashi cannot summon peins summons. the only way to be able to summon it would be if pein taught yo. lara was tsunade and according to the new rules, cannot teach that summoning
