Well no duh, I know that he's a sheriff in the west blue, Tsuru gave the run down back in the Warlord meeting but it never stated that he was even born there. He's clearly a skypiean, his wings are as big as Urouge the fallen monk another skypiean.
Though given your stubbornness to admit when you are wrong, I'm sure you're gonna come up with some other excuse.

His wings are bigger than Urouge's and they're a different shape, and you didn't even address my point about how Lafitte can summon his wings at will, unlike other Skypieans.

No they aren't. Laffitte has a longer wingspan despite being a smaller person. Urouge's wings are an outlier proportionally and in size to other Skypeians, yet Laffite's are still longer.

I think the wings come from his shoulders, but his sleeves billowed when he used his wings despite the sleeves being small and there being nothing else to mistake for them. He wasn't wearing a cape at the time or anything.

If you look below Burgess' arm in that last page at the top, you can see the bottom of one of those "sleeves" and the whole thing looks as though his top somehow became a cape

You can see it on the other side too. There's a part that'd make you think it's the empty space between his sleeve and shirt itself. You realize it's just a crease if you look down a bit and see the pattern though.
