There is more to the seal then a moon/planet scale Planetary Devastation jutsu, note that Kaguya's third eye/ten-tails eye was "block", and the tailed beasts were released. The seals were also placed on Naruto and Sasuke to be used on Madara and/or Kaguya.
Im guessing it is a Yin and Yang Style/Release based Sealing Technique.
