Sasuke is sorta konoha's second hokage in the shadows, think of him as an early warning system. Based of kawaki's words all shinobi are dead or sealed, seemingly Boruto is the last shinobi standing after unknown events.

However we can see konoha in shambles and not another soul besides Boruto and kawaki. Boruto also possess sasuke's headband and sword. You think if sasuke is alive he's just clueless and wandering without his sword and one arm? Get real XD ​
