He should, its one of the best techniques in the manga, if Sasuke's base chidori was able to split a meteor, just imagine how powerful Naruto could make his base rasengan. Also judging by Bolts name, he could have a chance of getting lightning release, since he also might be training under Sasuke(I imagine Konohamaru being his sensei but Sasuke being like how jiraiya was to naruto). Of course this is all speculation but still, FTG is also something to consider, Bolt can mean either the lightning bolt or being very fast, or both. So he should have some sort of jutsu which drastically increases his speed.
