Boruto may not get Rasengan because Naruto is never spending time with his son. Unless, Konohamaru teaches him.

Bolt will most certainly have Rasengan (or a variant of it with a unique twist).

The Rasengan is an heirloom from Naruto's father and Jiraiya... I'm certain he'd pass it on to his son, just as he passed it on to Konohamaru.
