Naruto by virtue of his legacy and accomplishments was by default the strongest in the village.
He soloed Ishiki in front of eye witnesses.
So even though he lost Kurama in that fight he would still be seen as a formidable opponent against anyone in the village.
So you have to ask yourself how powerful would you have to be to defeat Naruto and Hinata right up under the nose of the village security guards?
This is basically what Mitsuki would have been thinking about for the past 3 years.
Therefore his training was focused on defeating the person who defeated the hokage.
He probably did everything he could to become more powerful.
I'm not sure what that would be because im not sure what he is.
He's also not a normal human and we dont know how he is supposed to develop.
But to be perfectly honest he seems to have become a powerhouse.

Remember how Mitsuki first activated sage transformation?
He used his anger to awaken it.
It makes me wonder if his strength is linked to his emotions.
Right now he's basically gone BSM Berserk Sage Mode. Lol
Perhaps his animal instincts heighten his combat abilities.
Instincts are linked to emotions which allowed him to activate his sage mode in the first place.
The interesting thing is sage mode supposed to be attained through meditation which allows one to sense the subtle energies in nature.

Mitsuki is an entirely different creature in that aspect,
but what if the reason he can't control his sage transformation is because he hasn't mastered his emotions?
His story is based around learning to be human.
At this point im willing to say that his anger makes him stronger which is a side effect of his beast nature.
On the other hand he hasn't mastered sage mode the way humans do.
He does have the potential to follow in the footstep of the sages prior to him who empower through love.
