No one is born with an element wtf. They have one affinity and acquire the others. So no, Mei wasn't magically born wielding multiple elements. Please read the Manga again, especially when the scan you show doesn't even prove Itachi can use multi Shadow Clone at that age. I dunno why people keep talking about the 3 elements as a feats, Sasuke learned lightning release in less than month while simultaneously learning Lee's taijutsu and increasing his speed to his level, and then learn Chidori, while keeping his CS in check.

Give the guy 3 months tops and he would have all 5 elements, needles to say it's not worth it when he can focus on on other areas.
