Actually, per Kakashi, he's been 'Chunin level' for quite some time now. Chunin-level ninja beating average Jounin isn't unheard of in the series. That was filler mate and even then Kalashi was referring to his ability to use multiple jutsu. After that elisode he pretty much got negged at every turn and plot armour would kick in. Btw Moegi isn't an average Jonin she's an elite Jonin and can use Mokuton.
Ranks in the series meant something at the start of the series. Since then, they're just used as fodder to show how powerful any given newly introduced character is. At first it was Chunins (Post-CE), then Jounin (Akatsuki),

No Boruto hasn't shown anything at the level of real chunin ninja we've seen. And I'm not referring to the fodder ninja who hold no place except to show they're fodder. I'll admit Boruto does have a shit ton of ass pull, plot armour and bad writing assisting him which is the only way he matches superior opponents.

I never said they were fake the ranks are earned, however some characters serve the function of canon fodder and others do not. It's more no named ninja vs named ninja both have earned the rank however no names serve the function of sacrificial lamb.
