Need sharingan for chidori. So Sasuke probably taught it to him but he couldn't use it in battle. Then during the final fight, out of no where, the villain was like "That jutsu is powerful, but you can't hit me with it with your normal eyes." So bolt thought of his father and added rasengan to it and call it chidorigan!

Sounds about right, but why would the villain said the jutsu is powerful when sasuke's 1000 times stronger already?
