Because he is weak. New generation always surpasses tHe old. Sasuke learned to utilize and move with chidori without the Sharingan.

Chidori wasn't Kakashi's limit, does raikiri ring a bell? And since when does chidori even require extreme physical abilities outside speed? All you need is speed and a way to predict your opponents move beforehand, which only sharingans users can do

He was going against Naruto and that was PIS, kishi wanted another jutsu clash and for them to meet in that white area otherwise naruto would have countered him just like he did in chapter 698. Sasuke hasn't overcome this weakness because it's a fundamental flaw of the jutsu. Like i said just re-read chapter 698 the ONLY reason Naruto countered Sasuke is because his sharingan faded so he couldn't read Naruto's counter even the kyuubi praises Naruto for taking advantage of that opening.
