I think it is a one shot, it also includes a full printed version of chapter 700 in color which never happened in the final volume. I bought the last volume physical copy and chapter 700 was black & white >_>
Seem like chapter 700 will be printed in color and added to the Boruto book for the movie.
As for those NH panels it may be stand alone chapter or chapters that WJ releases that shows Naruto's inauguration!
