if it does then garp as a vice admiral is weaker than the admirals which is of course not true

kizaru even was toe to toe with Roger right hand man and easily a Yonko level like Rayleigh
while akainu as i mentioned above his death was a matter of time on Garp hands or shanks ( Yonko level )

Truth is, Akainu will end up stronger than garp or sengoku ever was.

Akainu and for those saying that akainu x aokiji has disadvantage, they forgot that the power of aokiji is the cold and not the ice, it was already found that the fruit advantage of the akainu was the fire of the ace and the cold affects until the lava.
