There is literally no point to this argument since all techniques are stolen from the god tree. Regardless they don't even stack up when you talk about individuals. Borrowed would suggest that the person is intending to give said power back which is not the case in anything I can think of. Stolen would suggest that someone literally stole the skill off of them but this doesn't stack up either. Take these examples.
In each of these cases there was an external party involved to make a certain technique. But what if we said to that party don't give over your chakra/technique and produce exactly the same jutsu? Son Goku can't make rasenshurikens, Suigetsu can selectively liquify his organs and Juugo can make a senjutsu enhances susano'o.
The point is that it doesn't matter where something comes from if the end result is a unique skill formed by the user that is completely different from the external parties move set. If the end result is a skill unique to the user then its their power and its not borrowed or stolen.
