Since when could somebody give another ms. Itachi put a seal with his own power to 1 shot tobi which disappeared since it never happened to tobi again even though they made eye contact.
All those with sage mode should be there since the natural energy isnt theres.

The one's with original power are Gai, Lee, Puppet Users (Sasori) and maybe a few others.
The rest all have borrowed power or power granted to them through bloodline. They themselves did not create those techniques and rely on them 95% of the time.
