This next chapter deals with the beginning stages of the three genin (Shisui, Kagami, and Tsubaki's) training with Miyagi as well as the development of the KMPD (Konohagakure Military Police Department). Tobirama begins working on a new technique, all while battling Danzo on the council. This chapter is going to focus on the genin shinobi's development as well as Tobirama's stress.
Konoha still struggles with it's repairs, the market for missions is still low and the lack of finances slows down the process. Guard around the village and the country boarders has tightened, however the village's structural repair isn't the only suffering aspect of Konoha. The lack of finances also means less surplus of weapons and medical supplies for the defense of the village and aid for those, shinobi and civilians alike, who were injured during the attack. The jounin council are at odds with one another about what to do in these desperate times, however the discussion of what to do with the Uchihas is still the top priority of the village.
Mito “Tobirama-sama the meeting is about to start downstairs”
Mito enters the room as Tobirama is in the process of changing a crying Misa's diaper. As Tobirama turns around to acknowledge Mito he's sprayed in the face by Misa
Tobirama “it got in my mouth...Yes, right away”
Mito “Tobirama-sama, I'll take Misa-sama off your hands you should get ready”
Tobirama “Thank you Mito, but that's not the job you were assigned here”
Mito “With all due respect Tobirama-sama I left my village to aid Konoha in order to better our two villages friendship, Shisui isn't just my main concern. Helping you out as your assistant and...needed babysitter is all part of my job as well”
Tobirama “Thank you Mito-chan...However I wish you could come down to the meeting with me. I can't stand to face Danzo and the others alone. Every time it seems like more people are beginning to side with him on his ideals. It's understandable how they feel about being betrayed and our obvious vulnerability but certain things are too extreme and I know my brother wouldn't allow these radical ideas to spread.
Mito “Tobirama-sama if I may give you some advice...I believe that Hashirama-sama may have done what was needed of him in times like this...what I mean is Konoha has never seen a time like this before and there are certain circumstances that you just simply can't control. Hashirama would've done what he needed to do to protect the village, meaning he would have to keep the council on his side as well”
Tobirama “Are you suggesting that my brother would ever agree to the garbage that Danzo is proposing?!”
The Kage raises his voice to his assistant and gives her a look of anger, however she simply walks over with a look of neutrality on her face and picks up baby Misa and she begins to the door.
Mito “I'm not saying that he would agree, only that he'd listen. If I've learned anything from my father about politics it's that, even if you have all the power and say, you're going to need to compromise. If you loose the support of your people they'll turn on you. If you don't want Danzo to take over loosen your grip on his leash and allow somethings to pass or eventually he will get everything he's been striving for.”
Mito leaves and Tobirama sits down taking a rag and wiping his face from the small baby's urine. He looks down at his desk, thinking intensely of what Mito said. In order for Tobirama to keep control and keep his leash on Danzo there has to be room enough where he can loosen the grip and compromise...Tobirama eventually heads downstairs to the meeting room where the representatives sit down awaiting Tobirama.
Tobirama “I apologize for being late...now we can begin. The opening topic is the foundation of a black ops unit, in charge of it's own matrix under the direct authority of the Hokage.
Kazuya “I'm the representative for the Sarutobi clan, and I've spoken with the rest of my clan and we approve of the foundation of a black operation's division in the army”
Kiyoshi “I represent the the Yaminaka clan and we too agree with this”
Councilman 1 “The subject is up for vote by the rest of the jounin and clans in the village”
Danzo “There's more pressing matters that need to be discussed Tobirama-sama”
Tobirama “What do you propose Danzo?”
Danzo “The interrogations of the Uchiha have been completed and now, there has to be some action”
Councilman 1 “Danzo is right”
Councilman 2 “I agree the Uchiha matter is still the most important, concerning the village's security”
Danzo “You've been staling Tobirama-sama and quite frankly we cannot wait any longer in the interest of protecting our village we have to settle this now. You've refused the proposal of forceful information gathering from, suspected hidden conspirators, and you've rejected the expulsion of the Uchiha clan from Konoha. If you're not going to do something about this matter maybe we need to find a leader who will~”
Kazuya “Watch your tone Danzo! How dare you speak to your superiors like that, especially the Hokage?! Hashirama-sama entrusted Tobirama-sama to the village and he's been doing his best to repair our wounded village and he's doing a great job! You're insolence shows~”
Tobirama “Kazuya-san that's enough”
Kazuya “But Tobirama-sama he has no right to disrespect you the way he does, if you ask me I believe he's too young to be on this council~”
Tobirama “Fighting amongst ourselves isn't going to get us anywhere. You're right Danzo we do need to do something about the Uchihas however I've come up with a deal that I'm sure will satisfy the lot of you. I propose that we relocate the Uchiha clan to district 5”
Councilman 1 “District 5?”
Tobirama “Hashirama approved my suggestion to make a fifth district in order to set up training grounds for our shinobi. It's located in the back corner near the norther gates of the village. This way the clan will be centered around the main village guard postings”
Councilman 2 “But what about the training fields? In these times we're going to need our shinobi to train themselves vigorously.”
Kiyoshi “Obviously we're going to need more money for the fields. This is going to cost the village more to support but I agree that this is a fair solution given the state of things.”
Danzo “How will relocating them keep them under surveillance, even if they're close to guard points?”
Tobirama “Before I came down here I began preparations for the Ansatsu Senjutsu Tokushu Butai organization, Anbu for short. This is the black ops operation that we previously discussed. In the back corner of the village where the Uchihas will be relocated a small unit of Anbu soldiers will be dispatched to keep watch over them”
The council reacts with surprise with the exception of Danzo, who remains neutral and unaffected by the statement.
Councilman 1 “Hokage-sama the rest of the jounin were supposed to vote on that matter. To have such power under the influence of one shinobi is~”
Tobirama “My right as the leader of this village. This council is for relief and for the simple matter of allowing the opinions of the village to be heard. The Hokage has the power, as granted by the Fire Daimyou himself, to assert complete dominance over the village after officially being chosen to hold the title as leader. This is a feudal system where the Hokage controls the village and holds it's best interest. I've decided to compromise with the Uchiha situation in order to keep the council entertained but remember who is in charge here. I'm going to say this to the lot of you”
Tobirama turns his attention to Danzo and stares at him intensely but subtly. Danzo opens his eyes and looks at the Hokage meeting his glance.
Tobirama “I am Tobirama Senju, Nidaime Hokage. I know you and everybody else wants what's best for the village but that power to decide what's best was put in my hands. I'm not going to turn a blind eye to you but remember your place in this village. I hold command and you are those I hold under my command. What I say goes and that's how it's going to stay”
By this time the rest of the council members notice that Tobirama is directing his lecture towards Danzo and they all become silent. Danzo clinches the arms on his chair in anger and his look subtlety shows his discontent and his anger for being lectured by the Hokage.
Tobirama “For those of you, who still find to have a problem with the way I'm running things here please speak up”
Nobody says a word and looks begin to stray away from Danzo. Despite Tobirama's boarder line tyrannical lecture everybody has seemed to agree with no questions and doesn't dare speak out against the shinobi. As the looks of certain members turn away from Danzo, who they've once sided with, their heads turn towards Tobirama and down towards their desks in submission to the Hokage. Danzo comes to the realization, those he had on his side were fickle and only went with what they wanted at the time, but the moment a more powerful authority asserts themselves over them, they will run like dogs to their pack leader and show their submission. Danzo has lost his influence that took him many months to acquire, in one day...The meeting continues on with other matters of concern in the village and after a short two hours the meeting was ended and everybody dismissed. Danzo was the first to exit the room and as he walked down the hall he saw Love, who was absent from the day's council.
Danzo “Where were you today?”
Love “I decided after our little mission a couple nights ago to withdraw myself from the council.”
Danzo “But I needed support Tobirama~”
Love “Made a fool of you and left you all alone in your endeavors am I correct?”
Danzo turns his head away from Love in annoyance, knowing what Love was going to say to him next.
Love “You remember what I told you right? About this very situation we would be in if we didn't let go of trying to do things by the book?”
Danzo “Yes, but even in the shadows there must be some light to conceal it's movements”
Love “I told you not to underestimate the Hokage. That title is only given to shinobi who are clear in mind about what they want to do they're not weak and spineless as you've taken Tobirama today. I heard what you said and you were beginning to get cocky with your power. I told you very clearly that he was only going to take so much until he decided to put his foot down. I found it very amusing to hear everybody's dead silence, I could feel the tension that ran through your body~”
Danzo “Shut up”
Love “Tobirama is strong, in mind and skill. Challenge him on either platform and you're never going to win. The title of Hokage is strong...but that title is only given to somebody who's been proven to be stronger then the title itself in order to make sure the village prospers. If you're smart you'll do what I've done and just leave the council all together and put more time in your work that you know is for the better of Konoha, that the Hokage is too blind to see”
Love continues to walk down the hall past Danzo.
Danzo “Didn't you say he was too powerful to combat?”
Love “Head to head on equal terms yes...however shinobi don't fight head to head. They fight in the shadows. Tobirama knows how to deal with some situations accordingly however for the things he foolishly can't deal with is where we come in. You're still young but I think that you'll eventually see the big picture”
Love walks down the hallway, leaving Danzo alone and he clinches his fist. Danzo continues on leaving the building thinking of what Love said...Outside the village limits the sound of clanking metal could be heard. In the back forests the students of Miyagi Kotetsu stand with kunai deflecting a barrage of non-stopping shuriken. Miyagi is seen, with two shadow clones at his side rapidly throwing shuriken at his students. They're undergoing a training exercise known as “Sickle Rain Dance Method” where attacks throw projectiles at defenders while the defenders deflect, evade, and attempt to advance closer to their target.
Miyagi “Come on you three neither one of you has made an inch since we've started”
Tsubaki “How are we supposed to sensei?”
Kagami “*Damn it I can barley keep up with my Sharingan, I have no time to advance*”
Shisui “*Sensei's speed is amazing, I'm just fast enough to keep up*”
Tsubaki begins to show fatigue and begins to back up to increase the time it takes for her to deflect the shuriken however in this method, when one backs down the barrages gets faster. Now Kagami and Shisui begin to have trouble deflecting the projectiles because of Tsubaki's inability to keep up.
Kagami “Tsubaki!”
Tsubaki “Sorry guys...I...”
Suddenly Tsubaki drops to a knee showing that she's reached her limit. She tires to get back up, but as one of the shuriken comes at her it knock away her loosened grip on her kunai and she's left defenseless. Multiple shuriken head towards her but in an instant Kagami and Shisui throw themselves in front of Tsubaki and shield her from the shuriken. However now all the shuriken are directed into the one position and since both Shisui and Kagami backed up the rain gets thicker. Kagami is the first to go down, getting cut on his left arm and leg. Shisui manages to keep up for a short while after due to his high stamina and natural speed but he is caught on the right leg and he falls as well and with that the shuriken ceased. Miyagi releases his shadow clones and proceeds to his students.
Miyagi “Well that went better then I expected good job you guys (smiles)
Miyagi still remains his gentle, cheerful attitude towards his students. He smiles and looks down at them seeing their exhausted faces.
Miyagi “Well that's it for right now. We'll come back after lunch and we can train some more”
Kagami “Sensei...”
Miyagi “Oh yeah we should wrap those cuts up. Lucky I wasn't aiming for anything except your limbs right (laughs)”
Kagami “What do you mean?! I saw you were aiming for anyplace you could hit, anyplace you saw an opening in our defenses”
Miyagi “Oh yeah I forgot about your Sharingan's abilities for a moment, but none the less I knew which ones you'd be able to block and which ones you wouldn't, so I threw the ones you couldn't block at your limbs, and only enough where they'd only skim you”
Kagami “How could you possibly know what we can or can't do, and for that matter how can react fast enough to do that and throw your weapons?”
Miyagi “Well I'm a jounin for a reason right?”
Kagami “But what you just described was a perception tactic used by my clan's Sharingan. You said it as if you knew before hand how we'd move and react and you adjusted yourself to the situation. How is that?”
Miyagi “Oh you want specifics, well...I memorized your movement patterns, your individual degrees of speed and reaction times, along with a general estimation of your stamina levels. With that I could throw the shuriken at a predetermined speed as to not overwhelm you but not underwhelm...not sure if that's a word or not...underwhelm?”
Kagami “Sensei!”
Miyagi “Oh right one more thing I forgot I have a special ability you see my raw speed comes from my fathers side of the family. My family has practiced all sorts of speed training techniques for generations that not only allows us to move our bodies fast but our minds work fast too. Basically from the most minor things I can pick up quickly how people, move, act, react, to certain things and also I can give general predictions to their abilities because of that. I analyze it and memorize it in a matter of seconds and it allows me to accordingly do what I must. Basically it's like having a Sharingan's perception abilities without needing the eyes. It became so that our ability is genetic and with training it becomes better...I don't know if that made sense to you or not”
Kagami “So...you're~”
Miyagi “Reading you guys like a book. I predicted in split seconds which weapons you couldn't deflect and in an even shorter interval of time I adjusted the trajectory of my weapon to hit you in the most open non-lethal spots (smiles)
Kagami and Shisui are aw struck at their sensei, however Tsubaki is unconscious. Miyagi looks at the two and smiles and then looks at Tsubaki.
Miyagi “You know lets make it a two hour lunch, and I won't treat you guys so rough after, how's that sound”
Shisui smiles back at his sensei and nods but Kagami just looks down, clinching his fist. Miyagi wraps up Kagami and Shisui's wounds and then takes Tsubaki. They all head their separate ways back to the village to take their break. Kagami and Shisui head into the village together while their sensei takes Tsubaki home to rest. Both Kagami and Shisui receive looks of fear and resentment. The Jinchuuriki and the Uchiha, at this time the two most hated and feared things in the village. Eventually Shisui and Kagami split up but the stares continue to plague each of them. As Kagami walks towards his dwelling his stopped by his cousin Setsuna, who is in a has a look of anger plaguing him.
Kagami “Nii-san what's the matter with you?”
Setsuna “I've just been ordered by the heads of the clan to inform you and the other Uchihas about the council's recent decision concerning us”
Kagami sees the anger his cousin is trying to keep down. He looks at Setsuna's fist getting ever so tighter and his glance of shame looks away from his cousin.
Kagami “What is it just tell me already?!”
Setsuna “The Hokage has decided to relocate all members of the Uchiha clan into the back of District 5”
Kagami “What are you talking about?”
Setsuna “Because of everything that has happened, the Hokage sees us as a threat to the village so he's isolating us in the back waters of Konoha!”
At that moment Kagami's eyes widen and in an instant his look of shock turns into a look of anger and hostility. Kagami runs off away from Setsuna, heading towards the Hokage residence. Setsuna tries to stop him but in actuality Setsuna doesn't want to stifle Kagami, Setsuna feeling the same way. When Kagami gets to the Hokage residence he's stopped by two guards standing outside the entrance into the grounds.
Kagami “I have to see Nidaime let me through!”
Guard 1 “Hokage-sama has no time for the likes of you, he's too busy”
Kagami “The likes of me?!”
Kagami notices the look on the two shinobi's faces towards him, and they're the same as the rest of the villagers, filled with hate and resentment. Kagami gets angrier and simply looks down.
Kagami “Let me through now”
Guard 2 “We said get lost!”
Kagami “If you don't get out of my way (Looks up revealing a full three tome Sharingan), I'll kill you”
Guard 1 “Try us!”
Suddenly a hand appears on Kagami's shoulder, which causes him to release his Sharingan. Kagami looks behind to see Tobirama standing by his side.
Tobirama “I was enjoying a tea when I saw you two giving this poor boy a lot of trouble”
Guards “Forgive us Nidaime-sama”
Tobirama “Kagami-kun come with me”
The two guards bow their heads in respect to the Kage and Tobirama takes Kagami for a walk through the back roads behind the residence.
Kagami “I only want to know one thing Nidaime...is it true that you're relocating the Uchihas into a isolated corner in the village?”
Tobirama “Unfortunately yes”
Kagami “Why?! Because of what Madara-sama did?! We, the rest of our clan, the ones that remained loyal to Konoha, we never followed him, we never agreed with what he did and we turned our backs on him the moment he decided to try and shame our clan. The shinobi that followed him were the ones who betrayed the village not us! Why do we have to feel the sharpest part of the blade?!”
Tobirama “Kagami-kun...life isn't fair. We've all suffered in because of what Madara did and I understand your feelings. I don't believe we have much to worry about from you and the rest of your clan. You have remained true to Konoha, however...given the circumstances...certain things are unavoidable”
Kagami “You're trying to please the rest of the village right?”
Tobirama looks at Kagami with regret and guilt knowing full well that the young shinobi understands the situation he's been put in.
Kagami “I've noticed how the village looks at me...me and all the other Uchihas. They hate and fear us like we are monsters...like we're going to destroy the village...And I bet the rest of the council agrees with them right?”
Tobirama “Not the rest only...select few who may have a little more influence then others”
Kagami “It's not fair...you're the Hokage you can do something about this!”
Tobirama “Unfortunately I can't...the proceedings have already begun, and...right now this is what's best for the village's repair”
Kagami “You're a liar Nidaime”
Tobirama looks at Kagami and sees the boy clinch his fist.
Kagami “You think just like everybody else. You don't trust me or the rest of my clan”
Kagami doesn't raise his voice but simply looks down. He runs away from Tobirama, but Tobirama doesn't go after the young shinobi feeling guilty deep down about the strain he's being forced to set on his people...After his departure from his teammate, Shisui went into tea shop to have his lunch. As he enters the establishment he sees the attention of everybody turn towards him. Just as the outside, they all look either fearful are with hate for the small boy. Shisui not being from Konoha to begin with naturally makes him feel out of place...being a Jinchuuriki causes complete isolation. He sits down and waits to be served. A waitress reluctantly heads over to him to serve him.
Waitress “How can I help you...”
Shisui “Some rice ball, a serving of Dango and some green tea please”
Waitress “R...right away”
The waitress is quick to leave the booth. After a few minutes Shisui is given his food and as he eats it he hears the mutters of the people around him...
“Why is the Hokage letting him stay here?”
“They should have kept him in their own village”
“They're probably too scared of him”
“I don't know what the Hokage was thinking letting that thing live here”
“It could kill us all”
“Nidaime-sama will probably teleport it away like he did last time and kill if it breaks loose”
Suddenly the shop owner comes up to Shisui as he's eating, by this time Shisui is nearing tears from the comments of the villagers.
Shop owner “You're going to have to leave now”
Shisui “Did I do something wrong sir?”
Shop owner “You can take your food but you're just going to have to leave, you're bad for business”
Shisui's depression worsens and he gets up, wrapping his food up and leaves. He leaves his money on the table and leaves the shop. He begins to walk down the road, heading towards the park where he can finish his meal in peace.
Mother “Hey you two I told you to stop jumping from roof to roof you're going to hurt yourselves”
Kid 1 “Come on mom we're in the ninja academy”
Kid 2 “Yeah we're going to be doing much worse stuff then this once we become ninja. We're training”
Father “Don't talk back to you mother do as she says”
At that moment the one of the boys looses his footing and slips down. Before he falls off the roof he grabs his brother's leg and pulls him down as well and the two brothers hang off the roof top.
Kid 1 “Help us!”
The people turn their attention to the stranded boys and their parents get frantic. A short moment after the two boys loose their grip on the edge of the tall roof top and begin to fall. Shisui leaps up and catches both of the boys, holding both in his arms.
Shisui “Are you two alright?”
The two boys look at Shisui and their looks go south. They run away from him into the arms of their mother yelling “don't kill us” The boys' father frantic runs towards Shisui loading a punch. As a mere reflex Shisui grabs the man's fist and in a fluent motion flips him over his shoulder. By this time everybody is looking at Shisui again. Shisui looks down and heads to pick up his back with his food in it and heads back on his way. After the two hours pass all three genin return back to the forest where their sensei waits...
Miyagi “Ah right on time so how was everybody's lunch”
Kagami “Fine”
Shisui “The usual”
Tsubaki “Horrible, I didn't get to eat, I was passed out for the most part”
Miyagi's cheerfulness isn't present when he looks into the eyes of Kagami and Shisui, instead he bares a look of worry for the two...
Miyagi “Alright then, we can begin today's lesson then (Smiles)
Kagami “What are we going to do?”
Miyagi “Well it's only fitting that I teach you the first steps in chakra control”
Shisui “Chakra control?”
Miyagi “Yes, in order for a shinobi to use ninjutsu, genjutsu, and even some forms of taijutsu, the knowledge of controlling one's chakra is essential. Shinobi learn to manipulate their chakra which allows them to use certain techniques. Once you learn how to control your chakra you will be able to; use the most minimum amount of chakra to use a technique, preventing early fatigue in battle, you can learn higher level techniques faster depending on your level of control, and after you learn to control basic chakra you can then learn to control nature chakra and eventually learn to shape your chakra, however that's all for later times. Right here and now your concern is learning how to properly control it. Now we can begin”
Miyagi walks towards a tree and then begins walking up the tree without the use of his hands.
Miyagi “Fact: the feet are one of the hardest places to center and control chakra. Lesson one tree climbing. In this exercise you will have to transfer chakra into the bottom of your feet and climb to the top of your respective trees (points behind him). Your goal is to project a fixed, stable amount of chakra that is strong enough to climb up the tree without the use of your hands. If you use too much chakra you will damage the bark, which will cause you to loose your footing, if you use to little chakra you won't be able to pull yourself onto the tree at all. I've placed bells at the top of each tree. Once you get the bells you've completed this training. Now begin”
Kagami activates his Sharingan (now fully matured) and looks at Miyagi, however in what seems to be a split second, Miyagi appears beside Kagami.
Miyagi “Sorry but you're going to have to figure this one out yourself”
Kagami looks shocked at the speed his sensei just demonstrated. Kagami didn't have time to see the trick Miyagi used to climb the tree...or the secret to how his perception abilities match that of an Uchiha. Kagami and the others begin their training. Hours pass and both Kagami and Shisui seemed evenly matched in their pursuit for the bells however by the end of the day Tsubaki had already managed to get her bell. Either way all three parties were exhausted.
Miyagi “Good job Tsubaki, it looks like you'll have some down time while the others finish their training tomorrow”
Tsubaki “(panting) thank you...sensei”
Miyagi “I admit you three are doing exceptionally well. Shisui and Kagami, you guys are almost half way, and Tsubaki you managed to finish. It's rare to see such natural talent for controlling one's chakra.”
The three genin are dismissed for the day and they head home to rest up. At the residence of the Hokage Tobirama sits in the Hokage library reading and studying jutsu scrolls. Mito walks in with Misa in her arms asleep, it's late at night and the, even for Tobirama to still be awake.
Mito “(yawns) Tobirama-sama what are you still doing up?”
Tobirama “I could ask you the same question”
Mito “Misa-sama was hungry and needed a changing, you shouldn't be up so late you have a lot to do in the morning”
Tobirama “I'm just doing some research”
Mito “Research?”
Tobirama “Yes for a type of summoning jutsu”
Mito “The summoning technique is a C-ranked in difficulty I'm sure if you wanted to learn it, it wouldn't take much time and effort”
Tobirama “This isn't an ordinary summoning technique, I'm working on some improvements”
Mito “Space-Time techniques are your specialty I guess, I guess if anybody could make improvements to a basic technique like that it's you but still you shouldn't stay up this late”
Tobirama “Don't worry I was just finishing up actually”
Tobirama puts all the scrolls he had away with the exception of one scroll which he puts in his pouch. Mito notices this and looks down at the scroll. She gets a quick glimpse of the label before he puts it away and it reads “Resurrection”. Tobirama walks to Mito and his niece and takes Misa in her arms. Mito gets a look of worry about the word on the scroll Tobirama packed away but she brushes it aside, turns out the light and heads back to her room.
Tobirama “Don't worry Misa-chan...Everything will be alright soon”
Councilman 1 “The rest of the jounin council is up in arms about this”
Councilman 2 “Nidaime something has to be done now”
Kiyoshi “Yes, even my clan displays worry about the matter”
Kazuya “Nidaime, even I agree something has to be done”
Danzo “If we allow the Uchihas to be active in the government, they're going to try and remove themselves from District 5. More and more are attempting to apply for positions”
Tobirama “I know that already, I've been working on a solution with the Anbu”
Councilman 1 “Well what are we going to do? We can't allow them to participate”
Danzo “The Sharingan's genjutsu abilities are persuading, by allowing them to remain in the village and simply relocating them, you've angered them. They want a say so that they can turn things in their favor for revenge...Even you must see that Nidaime-sama”
Tobirama “I said I've been working on it, but we can't deny them”
Danzo “But you can”
The rest of the council looks at Tobirama and including his more loyal followers, Kiyoshi and Kazuya. Tobirama scratches his head and he sighs...
Tobirama “I've decided to set up a new organization the KMPD”
Councilman 2 “What is that?”
Tobirama “I've discussed it with the leaders of the Anbu, and we've decided that...this was the best solution...I'll let you explain Tenzou”
This is the first appearance of an Anbu member within the council reps. A man in porcelain mask with two black streaks coming down from the eye wholes enters. He wares a black hooded cloak over him.
Tenzou “My code name for my operation here as Anbu representative is Tenzou, as given to me by Nidaime-sama. I am the voice of the Anbu in this council”
Danzo “I see...so you hide their identity and their face even from your council”
Tobirama “This is my unit Danzo now be quite so he may speak”
Tenzou “As decided by Nidaime Hokage and leader of the Anbu corp. The construction of the KMPD is to commense. This organization is the Konohagakure Military Police Department. This foundation will be the authority within Konoha, to deal with all internal affairs concerning the military of Konoha. The KMPD will replace the inside individual village guarding units all over the village, as well as the authority over the maximum security facility within Konoha. The ranking system for each officer within this department will be: Captain, General Officer, Senior Officer, and the standard Local Officer. Shinobi of local officer and senior officer levels must be minimum of chuunin level and approved by Captain and General Officers. Shinobi of General Officer must be of Jounin level and chosen by the Captain and voted on by Senior and Local Officers. The Captain is chosen by the Hokage and elected by General Officers.”
Councilman 1 “This all sound find and dandy but what is this supposed to do about the the Uchihas?”
Danzo “Give the general command of this organization to the Uchihas, while the Captain is still under the control of the Hokage and the council...am I right?”
The other council members look at Danzo and Tobirama simply looks away confirming the statement that Danzo just gave.
Tobirama “That is correct...Since this is not a specialized unit of shinobi with special skills and not limited to the Uchiha clan they do not have representative privileges, they are still considered part of the general standard military and therefore their councilman is only a committee man within the jurisdiction under the representative of the standard army.”
Councilman 1 “So they will be under my watch”
Tobirama “Odds are their member will be an Uchiha because I'm giving complete authority over their committee elect to all members outside the position of Captain. This way they will be part of the government but very distant. This is what will be best for Konoha.”
Councilman 2 “What about the other members of the Uchiha clan who want to represent the clan as a whole?”
Tobirama “The true reasons for the KMPD is to distance them from the government but also to, give them some authority in the village. All shinobi in the current guarding units will be drafted into this organization and the Uchihas who are currently inactive will be put on this organization as a mission assignment with a pay increase...do I have any objections?”
The rest of the council reps nod their heads in agreement and Danzo simply stares at Tobirama.
Tobirama “Then it's settled we'll continue the faction~”
Danzo “Who will be captain?”
Danzo's interest is simply in keeping an eye on the Uchihas and Tobirama looks back at Danzo slightly irritated.
Tobirama “I think you're a little to busy to work on this project Danzo, what with your independent work and all”
Danzo gets a surprised look on his face realizing that Tobirama knows of his secret faction under his own control. The rest of the council looks puzzled as to the situation but eventually brush it off”
Tobirama “I've already chosen so don't worry about it...This meeting is adjourned dismissed!”
Everybody begins leaving with Tobirama and Tenzou being the last to leave the room. Danzo stands besides the door outside the room waiting for Tobirama.
Danzo “How long have you known?”
Tobirama “Since the beginning, where do you think I came up with the black ops idea?”
Danzo clinches his fist and Tobirama places his hand on Danzo's shoulder to get his attention. He looks into the eyes of the Hokage and sees deep piercing seriousness that even frightens Danzo into breaking his calm exterior, he looks back at the Hokage with a looks of timidness...
Tobirama “I'm going to allow it for now but the moment you so much as even begin to look at me the wrong way, I will kill everyone in that faction and I will personally teach you why I was chosen to be Hokage do you understand?”
Danzo nods and Tobirama walks down the hall. Tenzou exits after Tobirama, looking at Danzo as he walks past him. The eyes of Danzo meet the eyes of the faceless shinobi and Danzo begins to feel as if a phantom haunts him, never before had Danzo been so intimidated by anybody yet the look of horrifying seriousness from the Hokage and the expressionless stare of the masked shinobi made him feel as weak, mentally, as he's ever been...Konoha begins to calm down however for the Uchihas, the disgrace they face for the actions committed by their former leader still haunts them and the pain felt by them rises even higher. Kagami now faces the isolation of the rest of his village, and Shisui faces the same such fate. The same two fates, the same two pains, but two different existences. Two flowers put in the same soil, watered by the same water, and fed by same sun, grow in the same environment. Each flower, however has two different seeds.

Chapter 3: Stages of Growth
Konoha still struggles with it's repairs, the market for missions is still low and the lack of finances slows down the process. Guard around the village and the country boarders has tightened, however the village's structural repair isn't the only suffering aspect of Konoha. The lack of finances also means less surplus of weapons and medical supplies for the defense of the village and aid for those, shinobi and civilians alike, who were injured during the attack. The jounin council are at odds with one another about what to do in these desperate times, however the discussion of what to do with the Uchihas is still the top priority of the village.
Mito “Tobirama-sama the meeting is about to start downstairs”
Mito enters the room as Tobirama is in the process of changing a crying Misa's diaper. As Tobirama turns around to acknowledge Mito he's sprayed in the face by Misa
Tobirama “it got in my mouth...Yes, right away”
Mito “Tobirama-sama, I'll take Misa-sama off your hands you should get ready”
Tobirama “Thank you Mito, but that's not the job you were assigned here”
Mito “With all due respect Tobirama-sama I left my village to aid Konoha in order to better our two villages friendship, Shisui isn't just my main concern. Helping you out as your assistant and...needed babysitter is all part of my job as well”
Tobirama “Thank you Mito-chan...However I wish you could come down to the meeting with me. I can't stand to face Danzo and the others alone. Every time it seems like more people are beginning to side with him on his ideals. It's understandable how they feel about being betrayed and our obvious vulnerability but certain things are too extreme and I know my brother wouldn't allow these radical ideas to spread.
Mito “Tobirama-sama if I may give you some advice...I believe that Hashirama-sama may have done what was needed of him in times like this...what I mean is Konoha has never seen a time like this before and there are certain circumstances that you just simply can't control. Hashirama would've done what he needed to do to protect the village, meaning he would have to keep the council on his side as well”
Tobirama “Are you suggesting that my brother would ever agree to the garbage that Danzo is proposing?!”
The Kage raises his voice to his assistant and gives her a look of anger, however she simply walks over with a look of neutrality on her face and picks up baby Misa and she begins to the door.
Mito “I'm not saying that he would agree, only that he'd listen. If I've learned anything from my father about politics it's that, even if you have all the power and say, you're going to need to compromise. If you loose the support of your people they'll turn on you. If you don't want Danzo to take over loosen your grip on his leash and allow somethings to pass or eventually he will get everything he's been striving for.”
Mito leaves and Tobirama sits down taking a rag and wiping his face from the small baby's urine. He looks down at his desk, thinking intensely of what Mito said. In order for Tobirama to keep control and keep his leash on Danzo there has to be room enough where he can loosen the grip and compromise...Tobirama eventually heads downstairs to the meeting room where the representatives sit down awaiting Tobirama.
Tobirama “I apologize for being late...now we can begin. The opening topic is the foundation of a black ops unit, in charge of it's own matrix under the direct authority of the Hokage.
Kazuya “I'm the representative for the Sarutobi clan, and I've spoken with the rest of my clan and we approve of the foundation of a black operation's division in the army”
Kiyoshi “I represent the the Yaminaka clan and we too agree with this”
Councilman 1 “The subject is up for vote by the rest of the jounin and clans in the village”
Danzo “There's more pressing matters that need to be discussed Tobirama-sama”
Tobirama “What do you propose Danzo?”
Danzo “The interrogations of the Uchiha have been completed and now, there has to be some action”
Councilman 1 “Danzo is right”
Councilman 2 “I agree the Uchiha matter is still the most important, concerning the village's security”
Danzo “You've been staling Tobirama-sama and quite frankly we cannot wait any longer in the interest of protecting our village we have to settle this now. You've refused the proposal of forceful information gathering from, suspected hidden conspirators, and you've rejected the expulsion of the Uchiha clan from Konoha. If you're not going to do something about this matter maybe we need to find a leader who will~”
Kazuya “Watch your tone Danzo! How dare you speak to your superiors like that, especially the Hokage?! Hashirama-sama entrusted Tobirama-sama to the village and he's been doing his best to repair our wounded village and he's doing a great job! You're insolence shows~”
Tobirama “Kazuya-san that's enough”
Kazuya “But Tobirama-sama he has no right to disrespect you the way he does, if you ask me I believe he's too young to be on this council~”
Tobirama “Fighting amongst ourselves isn't going to get us anywhere. You're right Danzo we do need to do something about the Uchihas however I've come up with a deal that I'm sure will satisfy the lot of you. I propose that we relocate the Uchiha clan to district 5”
Councilman 1 “District 5?”
Tobirama “Hashirama approved my suggestion to make a fifth district in order to set up training grounds for our shinobi. It's located in the back corner near the norther gates of the village. This way the clan will be centered around the main village guard postings”
Councilman 2 “But what about the training fields? In these times we're going to need our shinobi to train themselves vigorously.”
Kiyoshi “Obviously we're going to need more money for the fields. This is going to cost the village more to support but I agree that this is a fair solution given the state of things.”
Danzo “How will relocating them keep them under surveillance, even if they're close to guard points?”
Tobirama “Before I came down here I began preparations for the Ansatsu Senjutsu Tokushu Butai organization, Anbu for short. This is the black ops operation that we previously discussed. In the back corner of the village where the Uchihas will be relocated a small unit of Anbu soldiers will be dispatched to keep watch over them”
The council reacts with surprise with the exception of Danzo, who remains neutral and unaffected by the statement.
Councilman 1 “Hokage-sama the rest of the jounin were supposed to vote on that matter. To have such power under the influence of one shinobi is~”
Tobirama “My right as the leader of this village. This council is for relief and for the simple matter of allowing the opinions of the village to be heard. The Hokage has the power, as granted by the Fire Daimyou himself, to assert complete dominance over the village after officially being chosen to hold the title as leader. This is a feudal system where the Hokage controls the village and holds it's best interest. I've decided to compromise with the Uchiha situation in order to keep the council entertained but remember who is in charge here. I'm going to say this to the lot of you”
Tobirama turns his attention to Danzo and stares at him intensely but subtly. Danzo opens his eyes and looks at the Hokage meeting his glance.
Tobirama “I am Tobirama Senju, Nidaime Hokage. I know you and everybody else wants what's best for the village but that power to decide what's best was put in my hands. I'm not going to turn a blind eye to you but remember your place in this village. I hold command and you are those I hold under my command. What I say goes and that's how it's going to stay”
By this time the rest of the council members notice that Tobirama is directing his lecture towards Danzo and they all become silent. Danzo clinches the arms on his chair in anger and his look subtlety shows his discontent and his anger for being lectured by the Hokage.
Tobirama “For those of you, who still find to have a problem with the way I'm running things here please speak up”
Nobody says a word and looks begin to stray away from Danzo. Despite Tobirama's boarder line tyrannical lecture everybody has seemed to agree with no questions and doesn't dare speak out against the shinobi. As the looks of certain members turn away from Danzo, who they've once sided with, their heads turn towards Tobirama and down towards their desks in submission to the Hokage. Danzo comes to the realization, those he had on his side were fickle and only went with what they wanted at the time, but the moment a more powerful authority asserts themselves over them, they will run like dogs to their pack leader and show their submission. Danzo has lost his influence that took him many months to acquire, in one day...The meeting continues on with other matters of concern in the village and after a short two hours the meeting was ended and everybody dismissed. Danzo was the first to exit the room and as he walked down the hall he saw Love, who was absent from the day's council.
Danzo “Where were you today?”
Love “I decided after our little mission a couple nights ago to withdraw myself from the council.”
Danzo “But I needed support Tobirama~”
Love “Made a fool of you and left you all alone in your endeavors am I correct?”
Danzo turns his head away from Love in annoyance, knowing what Love was going to say to him next.
Love “You remember what I told you right? About this very situation we would be in if we didn't let go of trying to do things by the book?”
Danzo “Yes, but even in the shadows there must be some light to conceal it's movements”
Love “I told you not to underestimate the Hokage. That title is only given to shinobi who are clear in mind about what they want to do they're not weak and spineless as you've taken Tobirama today. I heard what you said and you were beginning to get cocky with your power. I told you very clearly that he was only going to take so much until he decided to put his foot down. I found it very amusing to hear everybody's dead silence, I could feel the tension that ran through your body~”
Danzo “Shut up”
Love “Tobirama is strong, in mind and skill. Challenge him on either platform and you're never going to win. The title of Hokage is strong...but that title is only given to somebody who's been proven to be stronger then the title itself in order to make sure the village prospers. If you're smart you'll do what I've done and just leave the council all together and put more time in your work that you know is for the better of Konoha, that the Hokage is too blind to see”
Love continues to walk down the hall past Danzo.
Danzo “Didn't you say he was too powerful to combat?”
Love “Head to head on equal terms yes...however shinobi don't fight head to head. They fight in the shadows. Tobirama knows how to deal with some situations accordingly however for the things he foolishly can't deal with is where we come in. You're still young but I think that you'll eventually see the big picture”
Love walks down the hallway, leaving Danzo alone and he clinches his fist. Danzo continues on leaving the building thinking of what Love said...Outside the village limits the sound of clanking metal could be heard. In the back forests the students of Miyagi Kotetsu stand with kunai deflecting a barrage of non-stopping shuriken. Miyagi is seen, with two shadow clones at his side rapidly throwing shuriken at his students. They're undergoing a training exercise known as “Sickle Rain Dance Method” where attacks throw projectiles at defenders while the defenders deflect, evade, and attempt to advance closer to their target.
Miyagi “Come on you three neither one of you has made an inch since we've started”
Tsubaki “How are we supposed to sensei?”
Kagami “*Damn it I can barley keep up with my Sharingan, I have no time to advance*”
Shisui “*Sensei's speed is amazing, I'm just fast enough to keep up*”
Tsubaki begins to show fatigue and begins to back up to increase the time it takes for her to deflect the shuriken however in this method, when one backs down the barrages gets faster. Now Kagami and Shisui begin to have trouble deflecting the projectiles because of Tsubaki's inability to keep up.
Kagami “Tsubaki!”
Tsubaki “Sorry guys...I...”
Suddenly Tsubaki drops to a knee showing that she's reached her limit. She tires to get back up, but as one of the shuriken comes at her it knock away her loosened grip on her kunai and she's left defenseless. Multiple shuriken head towards her but in an instant Kagami and Shisui throw themselves in front of Tsubaki and shield her from the shuriken. However now all the shuriken are directed into the one position and since both Shisui and Kagami backed up the rain gets thicker. Kagami is the first to go down, getting cut on his left arm and leg. Shisui manages to keep up for a short while after due to his high stamina and natural speed but he is caught on the right leg and he falls as well and with that the shuriken ceased. Miyagi releases his shadow clones and proceeds to his students.
Miyagi “Well that went better then I expected good job you guys (smiles)
Miyagi still remains his gentle, cheerful attitude towards his students. He smiles and looks down at them seeing their exhausted faces.
Miyagi “Well that's it for right now. We'll come back after lunch and we can train some more”
Kagami “Sensei...”
Miyagi “Oh yeah we should wrap those cuts up. Lucky I wasn't aiming for anything except your limbs right (laughs)”
Kagami “What do you mean?! I saw you were aiming for anyplace you could hit, anyplace you saw an opening in our defenses”
Miyagi “Oh yeah I forgot about your Sharingan's abilities for a moment, but none the less I knew which ones you'd be able to block and which ones you wouldn't, so I threw the ones you couldn't block at your limbs, and only enough where they'd only skim you”
Kagami “How could you possibly know what we can or can't do, and for that matter how can react fast enough to do that and throw your weapons?”
Miyagi “Well I'm a jounin for a reason right?”
Kagami “But what you just described was a perception tactic used by my clan's Sharingan. You said it as if you knew before hand how we'd move and react and you adjusted yourself to the situation. How is that?”
Miyagi “Oh you want specifics, well...I memorized your movement patterns, your individual degrees of speed and reaction times, along with a general estimation of your stamina levels. With that I could throw the shuriken at a predetermined speed as to not overwhelm you but not underwhelm...not sure if that's a word or not...underwhelm?”
Kagami “Sensei!”
Miyagi “Oh right one more thing I forgot I have a special ability you see my raw speed comes from my fathers side of the family. My family has practiced all sorts of speed training techniques for generations that not only allows us to move our bodies fast but our minds work fast too. Basically from the most minor things I can pick up quickly how people, move, act, react, to certain things and also I can give general predictions to their abilities because of that. I analyze it and memorize it in a matter of seconds and it allows me to accordingly do what I must. Basically it's like having a Sharingan's perception abilities without needing the eyes. It became so that our ability is genetic and with training it becomes better...I don't know if that made sense to you or not”
Kagami “So...you're~”
Miyagi “Reading you guys like a book. I predicted in split seconds which weapons you couldn't deflect and in an even shorter interval of time I adjusted the trajectory of my weapon to hit you in the most open non-lethal spots (smiles)
Kagami and Shisui are aw struck at their sensei, however Tsubaki is unconscious. Miyagi looks at the two and smiles and then looks at Tsubaki.
Miyagi “You know lets make it a two hour lunch, and I won't treat you guys so rough after, how's that sound”
Shisui smiles back at his sensei and nods but Kagami just looks down, clinching his fist. Miyagi wraps up Kagami and Shisui's wounds and then takes Tsubaki. They all head their separate ways back to the village to take their break. Kagami and Shisui head into the village together while their sensei takes Tsubaki home to rest. Both Kagami and Shisui receive looks of fear and resentment. The Jinchuuriki and the Uchiha, at this time the two most hated and feared things in the village. Eventually Shisui and Kagami split up but the stares continue to plague each of them. As Kagami walks towards his dwelling his stopped by his cousin Setsuna, who is in a has a look of anger plaguing him.
Kagami “Nii-san what's the matter with you?”
Setsuna “I've just been ordered by the heads of the clan to inform you and the other Uchihas about the council's recent decision concerning us”
Kagami sees the anger his cousin is trying to keep down. He looks at Setsuna's fist getting ever so tighter and his glance of shame looks away from his cousin.
Kagami “What is it just tell me already?!”
Setsuna “The Hokage has decided to relocate all members of the Uchiha clan into the back of District 5”
Kagami “What are you talking about?”
Setsuna “Because of everything that has happened, the Hokage sees us as a threat to the village so he's isolating us in the back waters of Konoha!”
At that moment Kagami's eyes widen and in an instant his look of shock turns into a look of anger and hostility. Kagami runs off away from Setsuna, heading towards the Hokage residence. Setsuna tries to stop him but in actuality Setsuna doesn't want to stifle Kagami, Setsuna feeling the same way. When Kagami gets to the Hokage residence he's stopped by two guards standing outside the entrance into the grounds.
Kagami “I have to see Nidaime let me through!”
Guard 1 “Hokage-sama has no time for the likes of you, he's too busy”
Kagami “The likes of me?!”
Kagami notices the look on the two shinobi's faces towards him, and they're the same as the rest of the villagers, filled with hate and resentment. Kagami gets angrier and simply looks down.
Kagami “Let me through now”
Guard 2 “We said get lost!”
Kagami “If you don't get out of my way (Looks up revealing a full three tome Sharingan), I'll kill you”
Guard 1 “Try us!”
Suddenly a hand appears on Kagami's shoulder, which causes him to release his Sharingan. Kagami looks behind to see Tobirama standing by his side.
Tobirama “I was enjoying a tea when I saw you two giving this poor boy a lot of trouble”
Guards “Forgive us Nidaime-sama”
Tobirama “Kagami-kun come with me”
The two guards bow their heads in respect to the Kage and Tobirama takes Kagami for a walk through the back roads behind the residence.
Kagami “I only want to know one thing Nidaime...is it true that you're relocating the Uchihas into a isolated corner in the village?”
Tobirama “Unfortunately yes”
Kagami “Why?! Because of what Madara-sama did?! We, the rest of our clan, the ones that remained loyal to Konoha, we never followed him, we never agreed with what he did and we turned our backs on him the moment he decided to try and shame our clan. The shinobi that followed him were the ones who betrayed the village not us! Why do we have to feel the sharpest part of the blade?!”
Tobirama “Kagami-kun...life isn't fair. We've all suffered in because of what Madara did and I understand your feelings. I don't believe we have much to worry about from you and the rest of your clan. You have remained true to Konoha, however...given the circumstances...certain things are unavoidable”
Kagami “You're trying to please the rest of the village right?”
Tobirama looks at Kagami with regret and guilt knowing full well that the young shinobi understands the situation he's been put in.
Kagami “I've noticed how the village looks at me...me and all the other Uchihas. They hate and fear us like we are monsters...like we're going to destroy the village...And I bet the rest of the council agrees with them right?”
Tobirama “Not the rest only...select few who may have a little more influence then others”
Kagami “It's not fair...you're the Hokage you can do something about this!”
Tobirama “Unfortunately I can't...the proceedings have already begun, and...right now this is what's best for the village's repair”
Kagami “You're a liar Nidaime”
Tobirama looks at Kagami and sees the boy clinch his fist.
Kagami “You think just like everybody else. You don't trust me or the rest of my clan”
Kagami doesn't raise his voice but simply looks down. He runs away from Tobirama, but Tobirama doesn't go after the young shinobi feeling guilty deep down about the strain he's being forced to set on his people...After his departure from his teammate, Shisui went into tea shop to have his lunch. As he enters the establishment he sees the attention of everybody turn towards him. Just as the outside, they all look either fearful are with hate for the small boy. Shisui not being from Konoha to begin with naturally makes him feel out of place...being a Jinchuuriki causes complete isolation. He sits down and waits to be served. A waitress reluctantly heads over to him to serve him.
Waitress “How can I help you...”
Shisui “Some rice ball, a serving of Dango and some green tea please”
Waitress “R...right away”
The waitress is quick to leave the booth. After a few minutes Shisui is given his food and as he eats it he hears the mutters of the people around him...
“Why is the Hokage letting him stay here?”
“They should have kept him in their own village”
“They're probably too scared of him”
“I don't know what the Hokage was thinking letting that thing live here”
“It could kill us all”
“Nidaime-sama will probably teleport it away like he did last time and kill if it breaks loose”
Suddenly the shop owner comes up to Shisui as he's eating, by this time Shisui is nearing tears from the comments of the villagers.
Shop owner “You're going to have to leave now”
Shisui “Did I do something wrong sir?”
Shop owner “You can take your food but you're just going to have to leave, you're bad for business”
Shisui's depression worsens and he gets up, wrapping his food up and leaves. He leaves his money on the table and leaves the shop. He begins to walk down the road, heading towards the park where he can finish his meal in peace.
Mother “Hey you two I told you to stop jumping from roof to roof you're going to hurt yourselves”
Kid 1 “Come on mom we're in the ninja academy”
Kid 2 “Yeah we're going to be doing much worse stuff then this once we become ninja. We're training”
Father “Don't talk back to you mother do as she says”
At that moment the one of the boys looses his footing and slips down. Before he falls off the roof he grabs his brother's leg and pulls him down as well and the two brothers hang off the roof top.
Kid 1 “Help us!”
The people turn their attention to the stranded boys and their parents get frantic. A short moment after the two boys loose their grip on the edge of the tall roof top and begin to fall. Shisui leaps up and catches both of the boys, holding both in his arms.
Shisui “Are you two alright?”
The two boys look at Shisui and their looks go south. They run away from him into the arms of their mother yelling “don't kill us” The boys' father frantic runs towards Shisui loading a punch. As a mere reflex Shisui grabs the man's fist and in a fluent motion flips him over his shoulder. By this time everybody is looking at Shisui again. Shisui looks down and heads to pick up his back with his food in it and heads back on his way. After the two hours pass all three genin return back to the forest where their sensei waits...
Miyagi “Ah right on time so how was everybody's lunch”
Kagami “Fine”
Shisui “The usual”
Tsubaki “Horrible, I didn't get to eat, I was passed out for the most part”
Miyagi's cheerfulness isn't present when he looks into the eyes of Kagami and Shisui, instead he bares a look of worry for the two...
Miyagi “Alright then, we can begin today's lesson then (Smiles)
Kagami “What are we going to do?”
Miyagi “Well it's only fitting that I teach you the first steps in chakra control”
Shisui “Chakra control?”
Miyagi “Yes, in order for a shinobi to use ninjutsu, genjutsu, and even some forms of taijutsu, the knowledge of controlling one's chakra is essential. Shinobi learn to manipulate their chakra which allows them to use certain techniques. Once you learn how to control your chakra you will be able to; use the most minimum amount of chakra to use a technique, preventing early fatigue in battle, you can learn higher level techniques faster depending on your level of control, and after you learn to control basic chakra you can then learn to control nature chakra and eventually learn to shape your chakra, however that's all for later times. Miyagi walks towards a tree and then begins walking up the tree without the use of his hands.
Miyagi “Fact: the feet are one of the hardest places to center and control chakra. Lesson one tree climbing. In this exercise you will have to transfer chakra into the bottom of your feet and climb to the top of your respective trees (points behind him). Your goal is to project a fixed, stable amount of chakra that is strong enough to climb up the tree without the use of your hands. If you use too much chakra you will damage the bark, which will cause you to loose your footing, if you use to little chakra you won't be able to pull yourself onto the tree at all. I've placed bells at the top of each tree. Once you get the bells you've completed this training. Now begin”
Kagami activates his Sharingan (now fully matured) and looks at Miyagi, however in what seems to be a split second, Miyagi appears beside Kagami.
Miyagi “Sorry but you're going to have to figure this one out yourself”
Kagami looks shocked at the speed his sensei just demonstrated. Kagami didn't have time to see the trick Miyagi used to climb the tree...or the secret to how his perception abilities match that of an Uchiha. Kagami and the others begin their training. Hours pass and both Kagami and Shisui seemed evenly matched in their pursuit for the bells however by the end of the day Tsubaki had already managed to get her bell. Either way all three parties were exhausted.
Miyagi “Good job Tsubaki, it looks like you'll have some down time while the others finish their training tomorrow”
Tsubaki “(panting) thank you...sensei”
Miyagi “I admit you three are doing exceptionally well. Shisui and Kagami, you guys are almost half way, and Tsubaki you managed to finish. It's rare to see such natural talent for controlling one's chakra.”
The three genin are dismissed for the day and they head home to rest up. At the residence of the Hokage Tobirama sits in the Hokage library reading and studying jutsu scrolls. Mito walks in with Misa in her arms asleep, it's late at night and the, even for Tobirama to still be awake.
Mito “(yawns) Tobirama-sama what are you still doing up?”
Tobirama “I could ask you the same question”
Mito “Misa-sama was hungry and needed a changing, you shouldn't be up so late you have a lot to do in the morning”
Tobirama “I'm just doing some research”
Mito “Research?”
Tobirama “Yes for a type of summoning jutsu”
Mito “The summoning technique is a C-ranked in difficulty I'm sure if you wanted to learn it, it wouldn't take much time and effort”
Tobirama “This isn't an ordinary summoning technique, I'm working on some improvements”
Mito “Space-Time techniques are your specialty I guess, I guess if anybody could make improvements to a basic technique like that it's you but still you shouldn't stay up this late”
Tobirama “Don't worry I was just finishing up actually”
Tobirama puts all the scrolls he had away with the exception of one scroll which he puts in his pouch. Mito notices this and looks down at the scroll. She gets a quick glimpse of the label before he puts it away and it reads “Resurrection”. Tobirama walks to Mito and his niece and takes Misa in her arms. Mito gets a look of worry about the word on the scroll Tobirama packed away but she brushes it aside, turns out the light and heads back to her room.
Tobirama “Don't worry Misa-chan...Everything will be alright soon”
3 Months Pass
The genin on team Miyagi have all managed to obtain their bells on the tree climbing training and during the time Miyagi has been adding applications to the technique, having them leap from three to tree maintaining that steady chakra, having them focus their chakra into other parts of their body, teaching them how to make it change the amount of chakra to adjust to different surfaces, and how to apply their chakra to their hands and feet to increase speed, power, and attraction. It was also during these three months that the Uchihas were moved into District 5. However the relocation of Uchihas isn't the last action taken upon the Uchihas...an even more demeaning fate awaits the Uchihas.Councilman 1 “The rest of the jounin council is up in arms about this”
Councilman 2 “Nidaime something has to be done now”
Kiyoshi “Yes, even my clan displays worry about the matter”
Kazuya “Nidaime, even I agree something has to be done”
Danzo “If we allow the Uchihas to be active in the government, they're going to try and remove themselves from District 5. More and more are attempting to apply for positions”
Tobirama “I know that already, I've been working on a solution with the Anbu”
Councilman 1 “Well what are we going to do? We can't allow them to participate”
Danzo “The Sharingan's genjutsu abilities are persuading, by allowing them to remain in the village and simply relocating them, you've angered them. They want a say so that they can turn things in their favor for revenge...Even you must see that Nidaime-sama”
Tobirama “I said I've been working on it, but we can't deny them”
Danzo “But you can”
The rest of the council looks at Tobirama and including his more loyal followers, Kiyoshi and Kazuya. Tobirama scratches his head and he sighs...
Tobirama “I've decided to set up a new organization the KMPD”
Councilman 2 “What is that?”
Tobirama “I've discussed it with the leaders of the Anbu, and we've decided that...this was the best solution...I'll let you explain Tenzou”
This is the first appearance of an Anbu member within the council reps. A man in porcelain mask with two black streaks coming down from the eye wholes enters. He wares a black hooded cloak over him.
Tenzou “My code name for my operation here as Anbu representative is Tenzou, as given to me by Nidaime-sama. I am the voice of the Anbu in this council”
Danzo “I see...so you hide their identity and their face even from your council”
Tobirama “This is my unit Danzo now be quite so he may speak”
Tenzou “As decided by Nidaime Hokage and leader of the Anbu corp. The construction of the KMPD is to commense. This organization is the Konohagakure Military Police Department. This foundation will be the authority within Konoha, to deal with all internal affairs concerning the military of Konoha. The KMPD will replace the inside individual village guarding units all over the village, as well as the authority over the maximum security facility within Konoha. The ranking system for each officer within this department will be: Captain, General Officer, Senior Officer, and the standard Local Officer. Shinobi of local officer and senior officer levels must be minimum of chuunin level and approved by Captain and General Officers. Shinobi of General Officer must be of Jounin level and chosen by the Captain and voted on by Senior and Local Officers. The Captain is chosen by the Hokage and elected by General Officers.”
Councilman 1 “This all sound find and dandy but what is this supposed to do about the the Uchihas?”
Danzo “Give the general command of this organization to the Uchihas, while the Captain is still under the control of the Hokage and the council...am I right?”
The other council members look at Danzo and Tobirama simply looks away confirming the statement that Danzo just gave.
Tobirama “That is correct...Since this is not a specialized unit of shinobi with special skills and not limited to the Uchiha clan they do not have representative privileges, they are still considered part of the general standard military and therefore their councilman is only a committee man within the jurisdiction under the representative of the standard army.”
Councilman 1 “So they will be under my watch”
Tobirama “Odds are their member will be an Uchiha because I'm giving complete authority over their committee elect to all members outside the position of Captain. This way they will be part of the government but very distant. This is what will be best for Konoha.”
Councilman 2 “What about the other members of the Uchiha clan who want to represent the clan as a whole?”
Tobirama “The true reasons for the KMPD is to distance them from the government but also to, give them some authority in the village. All shinobi in the current guarding units will be drafted into this organization and the Uchihas who are currently inactive will be put on this organization as a mission assignment with a pay increase...do I have any objections?”
The rest of the council reps nod their heads in agreement and Danzo simply stares at Tobirama.
Tobirama “Then it's settled we'll continue the faction~”
Danzo “Who will be captain?”
Danzo's interest is simply in keeping an eye on the Uchihas and Tobirama looks back at Danzo slightly irritated.
Tobirama “I think you're a little to busy to work on this project Danzo, what with your independent work and all”
Danzo gets a surprised look on his face realizing that Tobirama knows of his secret faction under his own control. The rest of the council looks puzzled as to the situation but eventually brush it off”
Tobirama “I've already chosen so don't worry about it...This meeting is adjourned dismissed!”
Everybody begins leaving with Tobirama and Tenzou being the last to leave the room. Danzo stands besides the door outside the room waiting for Tobirama.
Danzo “How long have you known?”
Tobirama “Since the beginning, where do you think I came up with the black ops idea?”
Danzo clinches his fist and Tobirama places his hand on Danzo's shoulder to get his attention. He looks into the eyes of the Hokage and sees deep piercing seriousness that even frightens Danzo into breaking his calm exterior, he looks back at the Hokage with a looks of timidness...
Tobirama “I'm going to allow it for now but the moment you so much as even begin to look at me the wrong way, I will kill everyone in that faction and I will personally teach you why I was chosen to be Hokage do you understand?”
Danzo nods and Tobirama walks down the hall. Tenzou exits after Tobirama, looking at Danzo as he walks past him. The eyes of Danzo meet the eyes of the faceless shinobi and Danzo begins to feel as if a phantom haunts him, never before had Danzo been so intimidated by anybody yet the look of horrifying seriousness from the Hokage and the expressionless stare of the masked shinobi made him feel as weak, mentally, as he's ever been...Konoha begins to calm down however for the Uchihas, the disgrace they face for the actions committed by their former leader still haunts them and the pain felt by them rises even higher. Kagami now faces the isolation of the rest of his village, and Shisui faces the same such fate. The same two fates, the same two pains, but two different existences. Two flowers put in the same soil, watered by the same water, and fed by same sun, grow in the same environment. Each flower, however has two different seeds.
