I've got an idea as to who the mysterious Shinigami is. It might be Kenpachi, he has huge Reiatsu and plus he would want Ichigo's powers to return so he could fight him.

Kenpachi would just attack Ichigo instantly if he wanted Ichigo to get his powers back. However knowing Kenpachi he would loose all interest in an Ichigo without power so he wouldn't even bother.

Kenpachi isn't the type that uses that kind of roundabout tactics. Also as I recall it are the Fullbringers who want to give Ichigo his powers back, not Urahara or his fater as far as I know to whom that shinigami is allied with.

The cloths don't fit Kenpachi either.
