am 17 year old and i believe that minato is the strongest normal ninja of all times
he just focused on speed and became the fastest then he developed the rassengan which is a devestative technique other than his sealing techniques
the way i c it speed + power + brains = victory in every battle
btw normal = not a jinshuriki and hell no to a sharingan and nthn that anybody who works hard can't get
