Blackbeard the strongest in OPV with double devil fruit

Current lists are illegit as we have not seen BB since the timeskip ; he may have developed his strength.
In a current list we would need to take out Whitebeard and Roger which in your list (from what you've said) puts him 9th. And in my opinion BB >= Akainu.
Rayleigh in my opinion is slightly weaker than Sengoku but stronger than Kizaru etc.

In the two years, it's fact that he was obtaining all of WB's former territory and that he was in search for DF's. (Theoretically speaking), it's only logical to assume that he wouldn't have the leisure time as the Supernova's had to train. And if he did train, he would train to perfect his mastery over the gura gura no mi (because it's been implied that training your DF is much easier than training for Haki, and why would BB want to gura gura no mi if he never intended to master it?). And this means he should not have time to develop Haki. And as Rayleigh has stated, no one should have been able to become so proficient at Haki as Luffy has - given the 2 years he had to attain it. But he was only able to do so due to his pure grit & determination to not lose anyone ever again. So by this, it shows that BB (if he has any Haki) is not well-equipped yet to take on Haki beasts (I.E. Admirals).

You can develop skills through battle ; did you forget this? His Haki or usage of devil fruits will have improved through battle experience if he gained any during the timeskip. He was reclaiming WB's territory so he may have had to encounter multiple big shot pirates and buster calls etc. as the buster calls would theoretically deter most pirates. But not BB ; he's an idiot so he'd fight off a buster call as a testament to his strength and in the process develop his skills in multiple fighting respects.

You can't gain Haki by simply fighting strong opponent, since you need to have a clear understanding of what it is. Else Luffy would've had Haki before he entered the GL. Meaning through battle, he'd only have gained control over his DF capabilities and not Haki, unless he has a different variation of CoO like Coby & the mermaid queen had. And CoO wouldn't do jack against a CoA beast.

Blackbeard told Luffy his haki had improved when he was raiding Impel Down. He knows what Haki is.

Everyone has haki.
No shit, but they need to train it and I meant it doesn't mean he can use it.

Law: CC is a Logia
Luffy: Zoro, Sanji and you & I have Haki
