He is not the strongest. He is the most difficult to fight if you're a devil fruit user. But he could be beaten by: Shanks,Kaidou,Big Mam,Garp,Sengoku,Dragon,Whitebeard and Roger.

To be the strongest he needs to sprout a human brain and a pair of bollocks. Along with increase in haki. He has mentioned it but we have not seen him use it.

Even if you go by a current list - he won't be there.

Current lists are illegit as we have not seen BB since the timeskip ; he may have developed his strength.
In a current list we would need to take out Whitebeard and Roger which in your list (from what you've said) puts him 9th. And in my opinion BB >= Akainu.
Rayleigh in my opinion is slightly weaker than Sengoku but stronger than Kizaru etc.
