Black Lightning is simply an advanced version of the standard lightning similar to Typhoon and Amaterasu/Blaze Release. It's lightning/electricity that's amped up enough to no longer have a weakness to wind while keeping its strength and weakness against earth and water the same. There's literally nothing different from black lightning to regular lightning; which has it good and its bad parts, namely that other standard lightning techniques one might have would work on it etc. Other than that, its pretty basic as basic can get
Good. Now for the whole two techniques dedicated to the Element, tucked so far away in the techniques list that I'm surprised anyone could find them. Knock yourself out explaining how amazing, and intricate these techniques are. Don't strain yourself though.

Description: After creating a shadow clone of themselves, the user and the shadow clone will simply use the Lightning Release: Black Panther technique to attack the enemy, creating 2 Black Panthers.
Note: Only useable by Third Raikage and Darui bios, but also requires a Shadow Clone prior.

lmao bro this is just something else, but anyways. You basically make the ram seal and make a panther of the black electricity. The advanced version, which mind you needs a shadow clone, is simply the same technique but performed with a partner. This basically gives you two A rank panthers or S rank collective damage...yay...
