As I've already gone through extensive Black Ice training with you from before. This will be fairly easy as these last few techniques are simply advancements of the others.
First things first, I want you to make Black Snow fall across the training grounds.

Finally having the time and power to master the complete unique abilities of Black Ice, Blizzard was already set on Iwa's training grounds. It was going to snow today, and not just any snow, black snow with a black santa. U_U Oraan, his master was there on time ready and demanding. He asked Blizzard to make the snow fall on the training grounds so they can progress, and Blizzard followed; He gathered his Black Ice chakra releasing it in the sky forming dark clouds which then made it snow, but the intensity of chakra was high enough to change the color of Ice to dull black.

Damage: +10 to all jutsu made from Black Snow
Description: This technique is formed as a result of the user having used Ice Release: Glazed Black Ice Intrusion followed by Ice Release: Ice Technique(making it snow). As Glazed Black Ice Intrusion is a technique requires no handseal and that triggers itself upon sensing Ice or Earth Chakra of the user and manipulating it, Glazed Black Ice Intrusion can only be sensed by Doujutsu users and is triggered with the usage of an Ice or Earth technique, then followed up by Ice Release: Ice Technique that also requires no handseals, makes a very thicker than normal black snow fall across the entire terrain. The snow maintains the properties of Glazed Black Ice Intrusion, allowing all ice techniques made from the black snow have the extra resistance to lightning (takes a lightning jutsu of the same rank to cancel out any jutsu made from black snow) and a +10 damage to all black ice jutsu as a result, losing some of its damage from the former technique. In two turns, the ground will be completely covered in snow up to the ankles. . The user is capable of using the Black Snow to recreate/duplicate any Ice Release techniques that do no originate from inside the body of the user, by manipulating their chakra that is already inside of the Black Snow.
Note:
The user, can use this jutsu in place of creating Glazed Black Ice Intrusion and Ice Technique(to make it snow). Other precipitation techniques (rain, snow etc) cannot be used at the same time as or used to cancel out Black Snow unless it is of a higher Rank. Only the user of this technique can create other jutsu out of the Black Snow. Another Ice user can post Glazed Black Ice Intrusion to use techniques from the Black Snow. Must be taught by Oraan Nguyen

Description: After using Black Snow Technique, the user forms 3 handseals and sends a massive amount of Hyouton chakra in the Black Snow. The already thick Black Snow lumps together into heavy golf ball sized Ice spheres of hail that rain downwards trapping the opponent inside of the Hail Storm and preventing them from leaving the area. If anything tries to leave the area, they will suffer massive damage.
Note: Can only be used twice per battle
Note: Hail Storm lasts for 2 turns
Note: User must wait 5 turns to use again
Note: No Ice techniques above B-Rank the previous turn
Note: No Ice techniques above A-Rank for two turns
Note: Can only be taught by Oraan Nguyen

Now that you have made black snow, you know that all of your ice (Normal Hyouton & Black Ice included) techniques that you use with the black snow will have gained +10 power and a resistance to lightning to where they are now neutral to one another. That means if you use the black snow to make any cannon or custom Ice jutsu from the black snow, they will be colored black instead of their normal color. This of course does not include the techniques that are emitted from the body unless Glazed Black Ice Intrusion is activated and the rules are followed that go along with them.
Now, I want you to manipulate the Black Snow, clumping them together to form large lumps of Hail that rain down around your opponent in a circular area, in such a fashion that they are now trapped within their range, unable to go anywhere. This jutsu is enhanced if you have your opponent trapped with Ice covering the battlefield, preventing them from not only using Earth techniques from the ground, but unless they have a technique to go into the ice (which only McRazor has with his Ice Phasing tech unless he has taught others; you and myself possess with Demonic Ice Tombstone......) means that they are pretty much trapped until they find a way to stop it, which would need blowing away the clouds, or a technique that creates a roof over them preventing the hail from falling.

They wouldnt stop the hail from raining down because it wouldnt destroy the cloud that was producing the Hail.
However what exactly happens to the lightning and the Hail itself depends on the lightning technique itself. For example, the hail storm wont stop Chidori Spear from going through and piercing a person through the Hail Storm. It would be impossible to consider either technique canceled because of this.
So the lightning would simply be weakened but literally not much.
If someone were to use Raimei however, the lightning wouldnt travel past Short Range of them, Destruction of the cloud itself however is quite arguable, as lightning cannot plausibly destroy a cloud.
I would leave that judgement to an RP Mod if the need arrived.

So basically the technique is indestructible as long as the clouds stay un-effected? Blizzard pours down huge amount of water and wind chakra, increasing the concentration to an unbelievable level. Making the clouds in the sky thicker and thicker, he then uses shape and chakra manipulation to control the snow that is being created and falling down from the clouds. Combining the snow he creates somewhat compressed ball of snow to fall as hail, he then focuses the same idea over the entire mid range infront of him to make it hail, the size of hail being the size of a golf ball. Another thing if I get myself in the range it means I need to use that mirror technique? And I will suffer the same consequences?

Yeah. You might now want to try to enter the range through a normal way. You should use the Demonic Tombstone to go into range.

As you understand how to make smaller objects, you simply amplify your chakra in order to make larger ones by use of a handseal.
You can also use this technique to create an Iceman-like bridge to send you to any range. The Bridge lasts for two turns. Essentially you are going to shoot ice chakra from your hands after performing a handseal, and ride a thick line of Ice that forms a bridge as you travel. You can angle this in any way you want, even to go upwards in a spiral like fashion.

"Sounds fun!", Blizzard performs a single hand-seal and first practices creating a thin layer of ice in the air as quickly as possible without riding it. Then once he starts getting hang of using chakra manipulation at a fast pace and shaping it equally fast he jumps and then starts releasing B.I chakra to slide straight down on a thick line of bridge. He then performs it again and tries to angle it. After couple of falls he manages to perform it smoothly without having any problem, while still performing the technique hie angles it in a circular fashion to achieve a height and in the same way decreasing it to finally land on the ground.
