Description: After using Dragon Fireball Jutsu to create thunderclouds in the sky, the user will use Chidori to take control of the lightning above. They can then make the lightning strike an opponent in the blink of an eye.
Can only be avoided with time/space techniques. Can only be used once per battle.

The description of this jutsu is a little bit off >_> You don't use Chidori to take control of the lightning. You focus lightning chakra in the lightning clouds created after you use the fire jutsu, and use it to amplify, direct, and fire the lightning from the clouds.

Even if you don't know the firee jutsu to make the clouds, this jutsu is still useful if your opponent makes the clouds. If your opponent makes the clouds, you can usually manage to use Kirin on them before they use it on you.

Description: After Performing chidoir in mid air the user releases all of the lightning chakra to create a Giant Thunder bolt that can be shot at the opponent.

Jump into the air, charging a Chidori in midair. Then, release all of the energy of Chidori with a giant burst of lightning chakra. The result is that a dense ball of lightning chakra is shot at your target at a very fast speed, exploding on contact.

You stopped focussing the Chidori's chakra just before you tried launching it. So the chakra just dissipated into the air. Make sure that you keep the Chidori solidified in its shape as you release it.
