At your current rank you have the potential to learn up to 4 elements, however you still need to learn them. If you haven't learned them yet then or you say the first element you want to learn (if you haven't learned any) or you place all the elements you want to learn that are possible at your current rank (in this case 4), but state that you haven't learned them yet.

I prefer the first option because it avoids confusion.
