If I was a general I'd want an army of mid-level fighters, rather than just one super strong fighter. If that one person gets taken out than you are done.
I get your point, but keep in mind, a bunch of mid-level fighters is going to have a hard time making a dent in that super strong fighter even if their combined charkra exceeds the super strong fighter.
Remember DBZ? Even though the collective power level of the humans were greater than Majin Buu, they still got destroyed by him. It wasn't until they could harness that power into a spirit bomb that they were finally able to defeat him. Moral of the story? A bunch of power is less useful spread out into a thin wide blanket than it is focused into a sharp spear.
A prime situation of this? Nagato. Even though there were thousands of mid level shinobi in the leaf, Deva Path defeated them all. If it weren't for Naruto, Nagato may indeed have finished them off.
