Well, like Lok, i've seen the old mission system from back in... 2010? Was it? I don't but also i've seen many different items introduced into the ninjaworld. Not to mention i remember the introduction of the first ninja world and how it's grown to be what it is today. Like he said, all new items are put in place for members that sometimes have great hype but then suddenly die out due to lack of interest for one reason or another. I can understand his sceptisism. And i don't blame him.
But i am for the idea, don't get me wrong, i actually put in a mission system for members to gain permissions from me. I can provide some examples if you like. But i feel like if you want to do this you need support, either from one mod backing you such as Lili as the new NW mod if she wanted to, or some sensei. You realise it will be alot of work and there will be argueing, as, afterall, it is the NW. Think of all the down sides that come with this and if you are still sure on it, i could give you a hand when i have some free time

Mods make a thread with a list of mission categorized by Rank. The missions may be centered around bios or npcs. Kages pick missions from the pool and assign squads . Create a storie with your swquad and the people you encounter ( might also be another squad from another village) , multiple villages can take on the same mission, making it more competitive. the prize for completing missions are to be determined.

Feel free to take anything from my own system and incorporate it into your own. I'll just give you an idea of how it should be.

1.Ya see i was going to keep it as simple as a thread with a pool of different missions to choose from , proposed to the kages by npc's from various landmarks or have them be proposed by to us by the kage. But i like your idea, getting more intune with the NW and having the request being sent out from one single lm.
2. Why not both!? An atricle of clothing, dna sample, anything that tells them apart from anyone, for example... If the mission was to kill an akatsuki memeber , youd bring in their ring as confirmation as well as providing the link. Lets say if the checker clicks on the ling and see's that you didnt kill the akatsuki member, you simply got away with his hand/ring, and the Kage or whoever finds out that you lied, you would be punished by their standards , kages might revoke vcj, exile, block you from tourneys, while others might simply place a bounty or mission on you...
4. Mission length will be depending on the location of the mission and its Rank. A d-rank deliver a letter mission honestly shouldnt take more than 24-48 hours... but an s-rank go kidnap a village offical or jinjuriki may have a 2 week time limit due to its dificulty.

Recently , I have decided to formulate a mission system for the Naruto Base Rp. The mission will be centered around the NW, using various locations,NPCs , and even the bio's of our fellow members as a catalyst for the system. This was designed by me in order to provide a fun rping experience when there are times that your village is not at war. Arent you tired of just travelling and fighting? Why not create a story between your bio and other villagers and villages.Personally, ive always been a fan of the fact that shinobi encounter each other more than once due to the missions theyve been placed on such as Kakashi meeting Zabuza 3 times in his lifetime. I believe that this system could bring about fun peace and maybe even destruction if the mission takes a wrong turn. I will need the Cooperation of many members, Kages and the moderators of the RP subforum to aid me in order for this system to be a success. It is entirely up to the Kages of their respective villages to choose who goes on what mission and if they will conduct it along with another village. Be aware that multiple villages might be on the same mission so in that case it would also make this system a little competitive since its more so a race to complete the mission. This is where conflcit can arise and maybe events, wars and all that other good stuff can be born from a simple mission Lol. I was thinking we have the NB base bot or a mod create a thread wher eall of the missions are placed and its up for the kage to pick from the mission pool, which ones are going to get carried out. Those missions already completed will be crossed out or watermarked.
So far, the mods and members have sugested that Burn Chips sould be the currency rewarded for properly conducting missions and depending on the rank, thats how many chips you will recieve. For Example, a D-Rank mission brings about 1 burn chip for your village(or for those who conducted the mission), C-Ranks offers 2, B-Ranks offers 3, etc. . As of right now, I only have 3 Missions as a trial run for this new system and i would like it if you guys participated. I have many more misson ideas in mind and if you have some , Do not hesitate to submit them to me via vm, Pm or even post them here in this thread. Please share your thoughts and suggestions on this system down below ^^

The main ingredient of the supposedly stronger remedy is the juice produced by the berriers of a plant called the Black Elder. Some Black Elder trees can be found in the Land Hidden in the Forest. Retrieve the plants and bring them back to the village before its too late...

Being in the Land of Wind, vegetation is scarce and he is in dire need of supplies or he will go out of business. Your mission is to go to the Land of Wood and chop down a tree then deliver it to him. He would go himself but he is too old and he also fears the deadly Parajna group.

1. Missions are an alternative RP line to the basic Fight/Invade/Defend. They serve as guidelines for the characters to enjoy the world with a different purpose. The system is just that, not a way to gain something, just a way to experience the NW in a different manner. Unless what you guys are proposing is just another way to get rewards. NPC's can be invented at will, which can either be passive, aggressive, etc. They don't really have to be human, a mission could be simply to catch a missing cat, for example, or to hunt for a mysterious beast in the forest.
2. Missions should be handled by the Kages. We can give a set of generic missions that will entail either traveling inside one village or across to other villages or landmarks. People will have to RP their characters into the 25th Landmark of every village, which is the Kage Mansion, and in character request a mission to either the Kage or someone appointed to be the mission master. As mods we can provide an initial set, but the point is to be self-sufficient, and have a thread for people to submit ideas for missions for their Kages to approve and then give out. Inactive Kage that are unwilling to do this should be replaced.
3. Every once in a while, Mods could create special characters, or give permission to some people, to handle a mission. These would be requests where, in character, someone would go to one or multiple villages, and give out a special mission, that can be accepted or not, but will generally entail something more special than the average mission. This could range all the way from villages asking one another for sets of missions or joint missions, such as setting a trade route, helping with a problem, etc. The idea is to solidify the relationships of every village and even with select missing nin. If two villages don't get along, missions could be handed to ransack or steal or spy. If two villages do get along, one could be doing missions for rebuilding the town, escorting a VIP, etc.

So now you have two Mods that will give out permissions if you request a mission from your Kage and then complete it. Punctual rewards can be given in special missions. Hard to say when it comes to relying on overall member activity since it fluctuates constantly, we have no way of knowing unless it's implemented. Even though all of this can technically already be done without the need for moderator involvement by a village or clan leader, I support it. Having an "official" set of missions sanctioned by the staff members that can be picked up by each Kage and distributed to their village members may incentivize more RP-based pursuits in the NW, especially if there's a possibility of being handed a special mission on occasion with a reward for completing normal ones.
