Shikamaru. By far the best character growth. I think only he and Gaara are the only one's who show character growth as a reaction to what's going on, but Shikamaru get's way more screen time.

The only 4 in contention are Sasuke, Itachi, Kabuto, and Danzo tbh. Some are close, but those 4 stand out

I'd say it's Sasuke with Kabuto and Danzo fighting for the second and third place. Nagato is up there too.

Can you explain your reasoning for Nagato at #2?

Because Tobi pretending to be Madara was better.

Nagato was the best villain aside for Tobi. He was interesting, mysterious, powerful, and had a decent motive. He also had a connection with Naruto.

Not to mention that his design was one of the best in the entire series(Deva Path)

Itachi isn't cliché at all. Well, not to the extent that Obito/Nagato are. Also a lot of it has to do with execution. Itachi's story was unique. I guess you have a different interpretation of what "well-written" means, which isn't a bad thing by any means. I'm just saying that, in literature, characters like Obito are a dime a dozen. Nagato is better I guess
