Kakashi was fighting the whole War Arc with 3T, went against V2 Jinchurikis with it, stalemated Obito, overall the character that has used it the most.

Sasuke fought and almost matched an MS user with 3T, among using it to predict, react to and evade strikes from V1 Bee and V1 Ay, plus all his other feats from his Hebi state.

Itachi used 3T genjutsu a lot, was matching KCM Naruto in CQC and didn't get hit by Bee's sword dance.

Madara went three tomoe to direct combat with an ARMY....So I think it's him the best followed with Obito and Itachi. The others relie to much on MS.

Actually as far as straight 3t only usage I agree with your list, sasuke has the most feats in 3t by far(obviously) manga feats wise you could probably swap madara and itachi as far as 3t usage

Not sure how you rate best 3-Tomoe user. Though in terms of strength it'd be:

Madara>>>War Sasuke>Itachi>Kakashi.

Sasuke. He has performed incredible Genjutsu (beats Itachi's feats at this level easily), Ninjutsu, Shuriken-Jutsu, Kenjutsu and speed feats. Then we have Kakashi and Itachi. Madara is next and Obito stands at the last spot.
