Feats: Mei. I dont understand why people put Kisame above Mei tbh. Yes, he's used larged scale suiton but thats more to do with huge chakra reserves than skill. Against Madara, Mei showed the most skillful use of suiton. She pretty much replicated Tobirama's feat but to a much larger scale.

Tobirama and Kisame seem to be the best Suiton users. Then I would say Mei has demonstrated a lot of mastery over it as well, as she was able to counter Madara's Katon attack that took several Suiton attacks to quell the flames.
