Yeah I didn't really think through the order, I just wanted to throw the names out there. Sai definitely deserves to be on the list though, as he's basically the best ninja for intel gathering etc.

Mu is the best spy hands down, no one can track him and he's invisible. He can take a nap on their table and they wouldn't know

Sai managed to infiltrate Orochimaru's hideout under the guise of some mock alliance, and then attempted to Assassinate Sasuke. Or so was his purpose. I won't slack on his skills in this region. He's good. But Nono to be seems to be up there with the likes of Itachi and Kabuto.

He's a pretty great character despite being from the second Shippuden movie.

He faked a kind and well-known identity as a doctor for about 20 years loved by everyone whilst secretly using them all to harness his own power. He even faked his own death and fools Sakura, the medical ninja. Pretty impressive.

Ah, from THAT film. One of the few Shippuden movies I watched. I'd say he was a decent spy. I'm not sure if he deserves the second spot. Itachi was also a convincing spy in a heated situation But he was good.

Really? He tricked lots of villages including the leaf despite being quite well known. He was admired and nobody even doubted him for a second, it's especially impressive when you see how different his real personality is. I even considered putting him in the first spot.

Perhaps I am not as well read on him as I believed... I only knew he was some scientist like person, developed an immortality jutsu and was hiding out with his apprentice...

He might earn the spot, then. If he was that famous and still managed to trick and fool everyone. Though, I'd still not put him on Kabuto's level. He fooled everyone and for most of part one, even Orochimaru was questioning his loyalty. He's the supreme spy, in my eyes at the least.
