Best shinobi doesn't mean strongest.. But Kakashi is a great shinobi but not number one.. He could very well be three or four on my list.

Pushing a legendary ninja like Kakashi to great lengths when at only 30%. By far the Leaf's best Anbu & just below Minato. Powerful shinobi all over the manga have praised Itachi. Who thought like a Kage at the age of 7.

Jiraiya is another of the best Ninja's in the manga. Having multiple jutsu designed for reconnaissance. Actual Feats of spying on the world's most dangerous organization Akatsuki for many years, & successfully infiltrating their home village. Let's not forget that the RAIN was sensing Rain that Nagato used to discover intruders and monitor his villagers.

It's easily arguable he is the Best with his transparent technique, shadow clones, sensing barrier, transformations, & summons

Then its Hiruzen, that guy is the best all around.
Knowing all jutsus in Konoha is quite a feat.

He has feat againts Genjutsu, Taijutsu and Ninjutsu.

A Close contender is Minato.

Best shinobi by far is Shikamaru.
Give this guy the right info and he will complete any mission

Shikamaru has the intellect, but he doesn't have the skillset to be the best. Sasuke can attain information from enemies with ease with the Sharingan. He can extract information without even touching them, & knock them unconscious. He can make them verbally give out info (about 408, that Cloud Ninja, & 574 with White Zetsu), or enter their minds & search through there memories (345 against Orochimaru).

Infiltration is nothing when you have teleportion. I could go on but i'll keep my comment brief.

Sasuke has god pedigree therefore he doesn't count, same as Naruto. They are high powered mutants, same as all the other so called Shinobi that have a godly lineage, they are OP.

I like to call Shinobi to «normal» characters, that work hard, train harder and pursue their objectives.

Sasuke was only found out due to White Zetsu telling them he was there. He literally managed to sneak on grounds, inside the building without anyone knowing.

Just because Madara has did anything 'ninja like', doesn't mean he can't. It was 17 ninja that killed Tobirama, two of them was the silver and gold brothers.. Itachi dosen't have the stamina to take out 17 elite assassin squad ninjas if he's using MS.

Depends on the mission, but fact is if Jiraiya or Itachi is forced to fight a Kage and bodyguards, the both probably die.

No, the way you titled your thread is wrong since you titled it who the best "Ninja" are. You should have titled it "Strongest shinobi" if that's those answers your looking for.

"Just because Madara.." blah blah he has no feats of being a stealthy ninja that's it. Susanoo & a Giant Katon do not make a great "ninja" & The gold & Silver brothers got negged by Darui. Itachi One shots them with Tsukuyomi, or Totsuka. The fodder anbu aren't getting past Susanoo or even Yata for that matter. Itachi has plenty of stamina.

No the title is correct..

It's about who has the best skills to complete any mission... Not who completed the most mission or who went on the most mission..

Itachi isn't a sensor, tracker, have weak Summonings, and no counter for speed ninjas.. And low stamina.. He's not the best shinobi.
