best ninja in avoiding attacks?

Tobi, because he doesn't have to move to dodge the hit and minato in 2nd place because of his super speed.

It goes to minato because both Ninjas on the List has show & praised him for being able to to only avoid their attacks but also move faster than them

If Tobi was the 1st then how did minato hit him
if Raikage was the 1st then how did Minato avoid him
Minato has >>>Tobi & Raikage in avoiding & speed
But both Tobi & Raikage have nothing on Minato

People who say Tobi or A are really something to behold,they must not have seen minato >>>the 2 in speed U_U

Avoiding attacks = speed ..It's like saying who is the fastest U_U people can be dumb sometimes

It's clearly Minato, anyone who says different is a Minato hater. Minato has only been hit once that we know of, and he let that happen. Tobi has lost sooo many limbs from being hit, I don't even know why he's on this list to be honest lol I would put Raikage before Tobi, Tobi couldn't dodge an Amaterasu, Raikage did that with ease.

I thought this was "Who Was The Best Ninja AT Evasion?" and not who ever gets hit the most is not the best. Obviously the best ninja is Tobi. You can say that he was hit like multiple times, but that doesn't count. We are talking only about his ability to evade. Which was stated by Minato to be a level that surpasses his FTG and the second Hokage Space/Time Ninjutsu. Also, with the added Intangible Technique gives him the number one spot.

Minato never stated that this ability to evade surpassed his own or the 2nd :sy::sy:
He only said that his Space time ninjustu Exceeds both his own & the 2nd meaning it was a better one

This is about EVASION. NOT who would win. When Minato fought against Tobi, he is just use simple chains -.- and his react/thinking time is better than Tobi. But minato has handicap. He needs to throw a marked kunai away/ seal anywhere. It is not instantly happen. Maybe takes few sec. but not "instantly" but when he did this he might be better than Tobi but no.
SO, Tobi > Minato > A.

Tobi didnt need any seal or another thing He just need to be intangible himself instantly.

And also don't underestimate A's speed he can able to dodge amaterasu.

I don't think so. He went with the intent to kill Sasuke when i see it. It's Sasuke who did great by dodging the attack mainly thanks to the Sharingan, but he lacked power with the chidori to kill Raikage. I don't think the Raikage did it on purpose. But when Sasuke dodged, than at that moment he decided to take advantage of the fact Sasuke was near him to crush him to the ground.

If you think he did that on purpose, i wonder what he would have done if Sasuke had managed to go through his lightning armor and kill him. Against a raikiri, he would have had no chance.

About tobi losing his arm against Minato it's not the same coz Minato is even faster than the Raikage.
