Honestly, Tobi would be my top villain if only he hadn't taken off the mask. Madara was so great at the start as well, really brought danger to the table, but started to fail after he absorbed the Ten Tails. Orochimaru is the only one who kept his ominous aura, but he's still not as BA as Pain.

Yeah, put Mizuki above Kaguya and I more or less agree with your post.

I'm disappointed in Obito and Nagato/Pain. Tobi being Obito and later crossing over, and Nagato was on the brink of death, later to help Naruto. Madara was the only one who follow through.

For me its hard to choose because when I think about it, the three of them are all very different and I don't really have an established criteria to rate them, so I remain undecided.

1) Orochimaru: His attack on the Leaf set the pace for what was to come for the Naruto series. When you see Kakashi shiver in fear and the Orochimaru Theme song for the first time. used to send chills down my spine.

2) Pein: When you first meet, whom at the time we believe to be the leader of Akatsuki. You knew things where about to get epic, and it did. Pein vs Jiraiya was intense and ended with one of the main and most beloved characters death.

3) Tobi: Before we knew who he was, this man was a huge mystery. Secretly running Akatsuki, taking on the ID of Madara Uchiha and Facing the Kage without hesitation made this man seem unreal. too bad his development moved in a different direction.
