Tell me who you think is the Best Villain and I didn't Include Sasuke since he's always switching sides so I Decided not To Include him. Tell Me who you think is the best?

Kaguya Ōtsutsuki
The worst Villain in the Naruto series for a number of reasons. Some of the Main Reasons are is that she wasn't mentioned or shown for like 10 Chapters before she literally hopped into the story and Still to this day we know nothing about her and why she wants a Zetsu army and who she is.

Kabuto Yakushi
The second worst Villain in the Series and why I think he's a bad antagonist is a very simple reason. He was just a bad knock off of Orochimaru. Like there's no difference between the two at all and Kabuto even says he's trying to be like him. That's why Kabuto is the second worst Villain

Obito Uchiha
Obito is probably the Villain with the Biggest Impact on the story. Sure he was taking Orders from Madara but he was the one going ahead and doing all these things. Obito was responsible for the Nine Tails Attack, Uchiha Clan Massacre, Creation of Akatsuki and was the one who started the Fourth Shinobi World War. Not only that he had the Biggest Impact on the Two Main Characters. He was responsible for the Nine Tails Attack in which led to Naruto becoming a Jinchūriki and his Parents dying which caused Naruto to be alone and was responsible for the Uchiha Clan Massacre which caused Sasuke to become the way he is and he was one of the most Mysterious Villains in all of Manga before the Mask came off. That's why Obito is Number Four.

Personally I hate Orochimaru because he gave Sasuke the curse Seal, Killed Hiruzen, Attacked the Village and has done so many things that break Moral and ethical bounds and that's why he's a great Villain. When you can hate a Villain for the things he's done you know he's an amazing Villain. Not only that we still don't know what this guy is up to. In this case it works with Orochimaru because we have an idea of what he wants and he gives off a very sinister vibe like you never know what he's up to and he just didn't pop up into the story as opposed to Kaguya. That's why Orochimaru is number 3.

The mastermind of the Moon eye's plan, Madara was one of the best Villains in Naruto. He manipulated Obito and he came up with the Plan to cast Infinite Tsukuyomi, Madara decided that the only way for peace to happen was for Humanity to be caught in the great Genjutsu. Not only that he had some of the most shocking and Jaw dropping moments in the entire series. Bringing out the Perfect Susano'o, Putting Naruto and Sasuke on deaths door and dropping Meteors on everybody and he just had the powerful and arragant vibe to him. That's why he is number two.

Pain was the Best Villain In Naruto. One of the Main Reasons was because he was a breath of fresh air. In a lot of series you always have that Villains that's just Evil just because he wants to. But Pain you didn't really think he was Evil. It felt like he was just trying to do the right thing with the hand he was dealt. not only that he was the leader of Akatsuki, he killed Jiraiya, Destroyed Konoha and captured the Tailed Beasts. Pain was a breath of fresh air and had one of the most menacing vibes. He gave off the feeling that he meant Business and he wasn't to be messed with.
