Kakashi, Bee, and Darui are tied for me because:

Kakashi is extremely intelligent has a large variety of jutsu and the sharingan. He was also favorite to be hokage.

Bee because he has full control of his biju and very powerful ninjutsu + kenjutsu

Darui because he has a very large chakra reserve, is also intelligent and has powerful ninjutsu (storm release, black lightning).

Killer B is the living best. Minato is best ever since Hashi, Hiruzen, Nagato and the other OP ppl were never put in chuunin, jounin ranks.
