1.Mangetsu Hozuki - I can't see anyone topping him.He master all 7 swords from the mist, including samehada which feeds off it's host chakra.
2.Killer Bee- How can you not give a man who can wield seven swords at one time and absolutely demolish Sasuke and Taka like they were kids fresh out of the academy.Plus he can channel his lighting Release through his blade, a technique that allow him to nearly cut through one of the seven swords from the mist.With Lightning release infused swords and his kenjutsu style that not even the sharingan can read. I think he's the clear number two.
3.The rest of the Seven Ninja swordsmen.Number three was hard,seeing as their haven't any great sword battles in naruto beside killer bee versus Taka.Orochimaru only wielded a grass cutter sword and I think just swinging around a sword that extents isn't nearly enough to be consider a great kenjutsu fighting.Danzo didn't show any great sword fighting abilities, and we don't know anything about the White Fangs fighting style.Just having a famous swords doesn't mean anything.So the easy bet is with a collective of shinobis known for their skills in sword fighting.

maybe he don't have the chance to improve, since he's dead in a very young age :shrug:
KB for his seven swords tech that even the sharingan can't keep up with, and #2 would be Mifune, if Mifune were a shinobi he'd be at least on Itachi's level, 7 swordsman I think are lame tbh, take away there special swords and all except 1 or 2 are straight fodder, there's a reason they're all dead ya know.

Itachi and sasuke because they saw kisame and bee fight, and since their sharingan can copy movements, they can now wield a sword just as well as bee and kisame, and mifune.
