I think that the best hokage is Naruto Uzumaki because not only that he plans to be hokage but he defeated Tsunade the fifth hokage with both Guts and Courage even when Naruto dared to fight Tsunade plus Naruto's father is the 4th hokage while Naruto holds the nine tail fox Kyuubi.

Okay, I think that the Shodai Hokage is the best for obvious reasons. All his accomplishments as a Kage, leader of the Senju clan, his clan came to be regarded as one of the two most powerful clans in the world, alongside Madara and his clan, the two groups started what grew into the Five Great Shinobi Nations by founding Konohagakure, his Mokuton beside already having his two nature types: Suiton and Doton, he build the foundations for Konohagakure with his Mokuton Hijutsu: Jukai Koutan, his being able to control bijuus, he gained control of several bijuus and later spread them out between the warring nations as peace offerings as well as to help equalize the powers between the nations, his powerful fighting strength, his tool usage and defeated Madara who as of current manga, can't be defeated by anyone and died as a hero in battle, giving his life for his village. The Nidaime was a great Kage as he assembled a truce with the Uchiha giving them the police force to be in charge of, even so he still kept an eye on them and his phenomenal usage of Suiton. The Sandaime gave his life trying to completely seal Orochimaru through the Shiki Fuujin and even so he failed, he achieved sealing some of him up and thus died as another hero, his various Doton/Katon jutsu and Enma summoning. The Yondaime died as a hero protecting the village from the Kyuubi, his Hiraishin no Jutsu, his usage of Shiki Fuujin (which is unknown whether he learned it from Sarutobi or was the founder but was most likely taught it, in my opinion).

The Godaime having her summoning Katsuyu, gave almost all of her chakra to her summoned slug in order to protect the village thus slipping into a coma as a result so she is also a hero as well, her powerful strength (even though it is no where near the Shodai, in my opinion), her Souzou Saisei and regarded as the strongest kunoichi in Konohagakure. What is this about Naruto being the Rokudaime Hokage Kouho? It kind of goes off topic because you asked "Which is the best hokage" and Naruto has yet to become one. He shouldn't have even been added into the poll in the first place and you also made the mistake of adding him as the Rokudaime Hokage Kouho. Yes, he is over Kage level but is still too young as it was discussed within the Konoha Council room and lacks experience thus giving the title to Danzou. The next one in line seems to go to Kakashi, although this has yet to take effect. Now, after the Rokudaime Hokage's run if indeed Tsunade either dies or is definitely released from her duties, then Naruto will most definitely become the Nanadaime.
