4. Minato ( he is overrated)
5. Hiruzen

Hiruzen is my favourite, he got to such a high level of strength and prestige without a kekkai genkai or clan trait, just pure skill and determination, Tsunade has probably done the best job considering all of the crap she has had to deal with in such a short time.
