IMO, for the order of the best it would go;

Hashirama
Hiruzen
Minato
Tobirama
Tsunade

We don't know much about Tobirama... And Hiruzen had more experience as Hokage than Minato.

I'm not that big of a fan for any of the Hokages. I feel like other villages had more interesting kages who arguably had equal or greater power, But the manga Naruto is about Naruto and Konoha.

If I had to pick a Hokage though I would chose Hiruzen

I just wanted to be the first to say that. I really vote best - Tsunade (look what she's dealt with and how well she's handled it) and my favorite is Minato. I also like Hashi though

The way I see it, Hiruzen had more influence on Konoha. So I'll go with Hiruzen
