Thete are 3 shinobi who didn't lose any fights :

1) itachi - he deserves to be solo king
2) gai - he deserves the title of solo prince
3) kimimaro - he's the solo soldier

Sometime he beat madara and sometimes madara beat him .

If we are talking about the strongest characters that never lost. let's see

- Hashirama, lost twice. (Hiruzen defeated him, and he got killed in the war)
- Tobirama, lost at least 3 times that we know. (Hiruzen defeated him, and 2 times against Kin, Gin)
- Hiruzen got defeated against Oro, so at least one.
- Minato, ?, did not lose as far as I know.

- Madara, I lost count, he always lose against Hashi his whole life!
- Obito, lost against Minato.
- Itachi, he lost against Sasuke, and he run away from jman and his clone (with 30%) lost to naruto.
- Jman. lost to Pain.

...etc

I think only the Sage and Minato.
