Yea and no. Sometimes crimes are committed with emotion, not because of a lack of intelligence or mental retardation or some type of chemical imbalance. Say for instance, you can get your time reduced exponentially if you kill someone and it is agreed that you experienced a period of momentary insanity (crime of passion, instant, not premeditated). So crimes will still be committed, I dont think Dylann Roof was mentally retarded or had a chemical imbalance or suffered from a minuscule intelligence span. I think what he did was a ode to his political beliefs(blacks are the enemy etc etc.).

So those with political agendas( like the two brothers who blew up the Boston marathon) would still be able to purchase guns. So yes, it would remedy somethings, but crimes can still be committed. A guy can just as easily kill you with a knife, and if you're unarmed (no gun) and weaker than your attacker, you would be royally screwed.
