-to learn rain, you have to fight a battle with someone of ur rank, but no lower than s class nin rank, using only wind and water, and if ur opponent wants to, you can ask them to use only water and wind for the battle too. u can also use regular ninjutsu as well in it-

And opponent whoever you may be, can choose to use wind and water or whatever.
