Mizukage seems smart. she plans ahead of time and works effectivly

Raikage wins this, he can dodge Amaterasu, he can probably dodge everything else long enough to take everyone out. With Gaara's sand which was too slow for Rock Lee, Tsuchikage's bad back, Mizukage's lack of any apparent defense, and Danzou's rusty sharingan...

Ecellent points. I don't know who to go for tho becuase Naruto is like rock paper scissors.

Example: NAruto beats Gaara, Gaara beats Sasuke, Sasuke beats NAruto.
