Firstly : What my knowledge suggest is that

It means u cant block it with lighting attacks or with blades of other kind and WIND IS INTAGIABL u CANT HOLD IT ..

But u can for sure block it with wall of earth or ice or Even use Fire attack to consuem the wind !!
