Base naruto vs neji

Probably Neji in this situation.
Although this isn't really fair at all considering that he mastered sage mode all on his own in like two weeks. Something one of the legendary Sannin couldn't do in all his years.
But anyway in base mode Naruto's rasenshuriken can't be thrown, so that takes away that advantage.
Can he use 9-tails chakra? Not KM but just access the chakra some.
If so I think Naruto has a chance, same way he beat Neji before except now Naruto has some summons to use.
I like how you cut out basically every ability of Naruto's though. Even summoning the good toads like Gamabunta and Gamahiro and Gamaken.

It would basically be similar to the chunnin exam but time naruto doesnt have the fox.
Base naruto= no sm/km. Base naruto has piss poor stats.
His taijutsu, genjutsu awareness and overall speed is laughable

Neji has no genjutsu so that doesn't make much of a difference.
Why do you think that he doesn't have access to 9-tails chakra? I'm not talking about KM just extra chakra like the first tail in tailed beast cloak.
And also Naruto has two summons with which to use collaboration jutsu.
Neji would have a tough time against that.
I might still favor Neji but not by much.
are you sure? You and this your naruto underestimation. Base naruto was able to fight on par w/ deva who mark kakashi in taijutsu and after 3 training arc you say his speed stats is still 3.5? Neji is only 4 in speed and the training neji had isn't anywhere near the one naruto. You can do better than this. Chou odama rasengan obliterate neji.

Those summons are vulnerable to attacks. If people havent realised summonings do not fair well against ninja's. Ninja's can easily evade anything a summoning can do, but also deal severe blows. Ill like to see the effects of the gentle fist on those summonings. They will suffer the same fate as a human being. Internal damage and the chakra holes blocked.
By base naruto i take it he doesnt have access to the fox at all
Neji has the relevant defences against anything naruto can do in the form of his near 360% vision but also his rotation. Again this match is basically what wouldve happened in the manga if it wasnt for plot no jutsu

Neji would have to dodge water and fire attacks from the toads. I think it is Gamatetsu that uses fire but either way Neji would have to defend from multiple types of elemental attacks. Attacks that can be augmented by Naruto when he uses collaboration jutsu with his wind + either water or fire.
