Jiraiya starts in Sage Mode.

That's assuming he can enter Sage Mode against Base Naruto when he has no summonings to aid him. Naruto has greater firepower, similar if not superior speed and has clone spam. Jiraiya can't do anything while entering Sage Mode as he needs to keep his hands clapped together.

Even if he does then. We've already seen what Kurama can do to Naruto's power by giving him some chakra. (Which is not restricted)

I read the OP wrong. I thought only boss summons were restricted. I was going to say Jiraiya hides in one of his barrier toads and enters SM there...

Without summons Jiraiya only has shadow clones to stall for time and Naruto is much much better with clones then he is so he cant enter SM. Without SM or summons Jiraiya only has katons hair techniques yomi numa sensing barrier and that shadow technique and that jutsu that turns people into frogs. So yeah. Naruto basically stomps.

idk by feats, Naruto has better CQC: was keeping up with Deva in base, Animal Path was intercepting Jiraiya's fists and that was SM Jiraiya. You allowed him to use Kurama's chakra so he makes the same cluster of clones he used against Madara's Jukai Koutan and obliterates him with COR barrage before he gets the chance to enter SM

Without summonings? Base Jiraiya gets stomped. With summons? It's a mid diff at best. He needs Sage Mode to win, and even then he might lose given the conditions.

Kebari Senbon gets blocked by the Oodama Rasengan of the incoming Naruto army, or Naruto simply makes more clones after they get poofed. Goemon is dodged by jumping above or digging underground like he did against Neji, and COR is easily overpowered by his Jukai Kotan level Rasengan Barrage.

If we go with War Arc Naruto (haven't seen the Last get) Jiraiya wins high diff.

Kebari Senbon gets blocked by the Oodama Rasengan of the incoming Naruto army, or Naruto simply makes more clones after they get poofed.

KS is Jiraiya's fastest attack so it's not likely Naruto can make clones then form rasengans before Kebari Senbon hits. Making more clones is just throwing away chakra because it was never shown that clones' chakra retuns to the user unless Naruto himself extinguishes them.

Goemon is dodged by jumping above or digging underground like he did against Neji, and COR is easily overpowered by his Jukai Kotan level Rasengan Barrage.

If Naruto jumps into the air then Jiraiya uses Yomi Numa so when Naruto comes back down he falls into the swamp. If he burrows underground, Yomi Numa. Not to mention Frog Call isn't restricted so Naruto can be immobilized so he isn't escaping the swamp.
