Base Naruto can't be consider a jonin unless you are adding his ability to summon toads.And even if you do, I still would only place him at the level of high chunin.Without the toads, he basically one of the weakest member of the Konoha 11.And by Base Naruto, I mean Naruto before he achieved Sage Mode, but after Rasenshuriken.Out of the Konoha 11, Base Naruto would rank near the bottom, maybe ahead of Ino and Tenten, but behind everyone else.Now some will disagree, but Let's take a look at naruto before he became a sage.

From the list of naruto jutsus, he only a close range fighter.Out of all the Konoha 11, he near the bottom intelligence.Naruto even after he became a sage, and learned to control Kurama still makes genin level mistake that none of his comrades of the Konoha 11 would make.Now we know the power of naruto's jutsus rank near the top of Konoha 11, but being a close rank fighter with no mid to long range jutsus, combined with his low intelligence is too many redflags to put his name along side Kakashi, Darui,Asuma,Kurotsuchi,Temari, etc
even with kakashi's sharingan a few well placed attack from naruto would end it. yes kakashi is smarter and has more experiance but there is no reason why it couldnt happen. Naruto has loads more power and is unpredictable because of his many kage bunshins. The fact that kakashi wouldnt have a sharingan with his basic abilities just makes naruto more obviously dominant.
