Not really, Jiraiya can gather natural energy and turn Kisame into stone as soon he tries stealing chakra.

Also Kisame has the great shark jutsu that eats chakra and gets bigger, he also has Samehada that can eat a lot of chakra as he demonstrated when he Bee was in his tailed form and took the chakra cloak right off him, he can also fuse with Samehada and that bubble dome jutsu. I think Jiraiya can't win this, he needs SM.

I think Pervy sage might have this one, if he can still absorb nature chakra, then if he gathers it while samehada tries to absorb it, it'll become a stone frog, also jiraya has summoning, so if kisame does the giant bubble thing jiraya will just summon boss frog, also if you don't give jiraya sage mode kisame shouldn't have samehada, just makes it more fair but even with it I think kisame would have a hard time

Jiraiya is not running around with a giant chakra scroud Kisame needs to be close and Jiraiya is smart enough to keep his distance, and he could simply gather natural energy which would turn Kisame into stone.
